Based on these loading/unloading space requirements, the Site Plan <br /> must accommodate 8 loading/unloading spaces. With the existing and proposed dock <br /> areas, the site contains 19 loading/unloading spaces, thus compliant with this standard. <br /> As noted above, all criteria of A—G of Section 11-050 (1)have been met. <br /> PERFORMANCE STANDARDS OF SECTION 6-390 <br /> Zoning Code Section 6-390 identifies 12 performance standards applicable to all commercial and <br /> industrial districts. Based on the proposed Site Plan two of these standards apply, those being: <br /> Loading Standards <br /> Section 6-390 (11) states "All loading docks and vehicular doors established after October 24, <br /> 1968, shall be, when facing a public right-of-way, fifty feet or more from the public right-of-way <br /> but at no time shall trucks or trailers cross the property line when parked. No more than one <br /> loading dock accommodating one truck at a time shall face a public street." <br /> The proposed Site Plan includes three loading docks facing Old Highway 8 NW. These docks <br /> are located 160' from the right-of-way line of Old Highway 8 NW. However, this section goes <br /> on to limit the number of loading docks facing a public street to one. The applicant has been <br /> instructed to reduce the number of docks in this location to one in order to comply with this <br /> section. However, the applicant has indicated a desire to seek three docks. Staff finds that if the <br /> Planning Commission and City Council determine that three docks in this location are <br /> acceptable, staff would prepare a Zoning Code amendment for consideration. The alternative <br /> would be to require the applicant to seek a Variance; however it is doubtful the applicant can <br /> demonstrate a valid hardship. Staff has prepared a condition of approval related to this issue; <br /> however the Commission should discuss the appropriateness of such an amendment to the <br /> Zoning Code. <br /> Exterior Building Materials <br /> Section 6-390 (12) states "The exterior treatment on the street side of the structure shall be brick, <br /> stone, tilt-up slabs, architectural metal panels, decorative block, or the equivalent. The other <br /> sides of the structure shall not be raw block." <br /> The existing building's exterior materials consist primarily of integral colored corduroy block <br /> with an integral colored smooth block at the base. The proposed materials consist of integral <br /> colored rock face block, a band of integral colored single-score block, and an integral colored <br /> smooth block for the base. Staff finds these proposed materials to be acceptable. <br /> LANDSCAPING <br /> The proposed Site Plan does not include any additional landscaping nor does the Zoning Code <br /> establish any landscaping standards for this project. Sheet Al illustrates "additional screening as <br /> required for new dock doors" along the northern lot line, however this landscaping is proposed <br /> on the neighboring lot. The City Forester has not had the opportunity to comment on the <br /> proposed Landscaping Plan at the time this report was printed. However, City staff will seek <br /> comments from the City Forester in a timeframe where they will be available at the Planning <br />
