The applicant has obtained approval of a Minor <br /> Subdivision, which has been recorded at Ramsey County. <br /> (6) The Planning Commission shall indicate by recommendation to the City Council that the <br /> final plan for planned residential development is in substantial compliance with the preliminary <br /> plan and shall add any further conditions it deems necessary to protect the public health, safety, <br /> morals, and general welfare. Any final plan deemed not to be in substantial compliance with the <br /> preliminary plan or in compliance with Chapter 26 of the City Code except as changed by <br /> variation noted by the applicant shall be as noted in the recommendation to the City Council as <br /> to exactly where the final plan is not in compliance and to what degree and shall further <br /> recommend as to whether another public hearing is in order. <br /> Staff finds that the proposed sign does not impact compliance with either the preliminary or final <br /> PRD's previously approved. However, the proposed sign includes two ground lights that were <br /> not included on the Photometric Lighting Plan approved. Staff recommends that this Lighting <br /> Plan be updated to include these two lights to ensure that the lighting standards of Zoning Code <br /> Section 11-010 (6) are met. <br /> Upon reviewing the proposed sign in accordance with the Planned Residential Development <br /> (PRD) standards of the Zoning Code, staff finds the proposed sign to be acceptable and would <br /> recommend approval. <br /> STAFF RECOMMENDATION <br /> Approval as submitted subject to the following conditions: <br /> 1. Continued compliance with Final PRD approval Resolution 08-063. <br /> 2. Prior to construction of the sign, the applicant obtains a Permanent Sign Permit from the <br /> City Planner. <br /> 3.
