I 1 I City of New B~ighton October 27, 1981 Mr. Weltzin suggested Lhat the Council let the City Engineer study the semaphore petition to see if the warrants exist and that if there was felt to be a need the Council could request by resolution the semaphore at this location. Mr. Weltzin said the County would then do their own feasibility study and begin the process that could possibly lead to installation of a semaphore. Mr. Weltzin further indicated that the City may want to consider the use of city municipal State Aid funds for some projects on County roads in cases where the County priority was low. Mrs. Ellen Huelsnitz, 2250 Mound Avenue, was present and indicated that she had signed the petition requesting the semaphore at Rice Creek Road and Silver Lake Road and that she felt this intersection was dangerous and that she urged the Council to request the County install a light. Motion by Blomquist, seconded by Schmidt to waive the reading and adopt a RESOLUTION APPROVING RAMSEY COUNTY 1981-1986 FIVE YEAR PROGPAM WITH FBQUESTED CHANGES subject to the following amendments: That the "NOW THEREFORE BE IT RESOLVED" be amended to read as follows: "NOH THEREFORE BE IT RESOLVED by the City Council of the City of New Brighton: 1. That the rehabilitation of the Long Lake Road bridge over Rice Creek be moved up to 1982. 2. That the reconstruction of Long Lake Road be moved up to 1983 and that the north end of the project be extended to County Road "H". 3. That a project for traffic signals at Silver Lake Road and Mississippi Street be included in the plan scheduled for 1983. 4. The installation of a semaphore at Silver Lake Road and Rice Creek Road be moved up to 1982. 5. That the reconstruction of the bridge on Silver Lake Road over 1-694 be moved up to 1982 or 1983. 6. That the County's 1981-1986 5 Year Plan is hereby approved with the above requested changes. 5 ayes - 0 nayes - motion carried -3-
