I

I

I

city of New Brighton
July 28, 1981

to the Secretary of the Army and with
consent of the Council directed receipt
and filing of the copy.

Mr. Gary Englund, Chief Section of Water
Supply and General Engineering, was present
to answer questions. He discussed the state
of the art in regard to the present problem.

Mr. Alexander Levitan, 2051 Long Lake Road,
questioned if pumping Well #9 to waste would
remove the toxic chemicals through the air
contact and agitation of the water.

Mr. Gary Englund, Minnesota Department of Health,
indicated that there information shows a straight
line reduction in the level of chemicals as a
result of the agitation of the water and
contact of the chemicals with the air.

Mr. Fritz Werdouschegg, member of the New Brighton
Environmental Quality Commission discussed bulk
purification treatment systems and requested the
Minnesota Department of Health to test at two (2)
remote locations within the distribution system
in addition to the tests at the well site.

The City Manager reviewed his report in regard
to home purification systems.

Mr. Gary Englund stated that the EPA have been
reviewing home water purification systems stating
this is a very new art and not enough information
is available to give guidelines for regulating
this industry at this point. Further there is no
firm indication that the system is fool-proof and
the Minnesota Department of Health does not
recommend the use of water treatment systems to correct
the present prOblem.

Mr. Fritz Werdouschegg, member of the EQC, discussed
types of point of use water purifier systems available
for installation in this area. He further suggested
the City advise New Brighton citizens of its findings
in regard to point of use purification.

Motion by Benke, seconded by Janecek to:

1. Select modifications to the C{ty's wells as the primary
long term option for further study, to continue discussion
of the engineering specifics to a future meeting date
and to establish a separate account for all study and
modification expenses;

-3-
