That clarification be provided in regard to the <br />Silver Oak Elementary being within the City of <br />New Brighton and that the school closed June 1, 1979;and <br />6. That because of past discussions and proposals for <br />a pathway adjacent to the retention basin discussed <br />under "Natural Features Section", p. 14 of the plan, <br />the City of New Brighton requests notification of <br />any such proposals in the future. The residents of <br />New Brighton should be given the opportunity to review <br />and comment on such proposals because the small wetland <br />extends into the City of New Brighton. The City of <br />New Brighton concurs that the wetland area should be <br />protected in its natural state and should not be con- <br />sidered as an active recreational area. <br /> <br />and further that the Council direct staff to transmit the <br />review in letter form to the City of St. Anthony. <br />S ayes - 0 nayes - motion carried <br /> <br />Motion by Schmidt, seconded by Blomquist to <br />authorize administrative authority to expend <br />over and above the $5,000 budgeted amount <br />an amount up to $lS,OOO for repairs to Well #5 <br />with additional funds to be provided from <br />unallocated Water Fund reserves. <br /> <br />Repairs to Well #5 <br />Report No. 80-66 <br /> <br />The Manager reviewed the contents of his <br />report. <br /> <br />OPTICOM System <br />Report No. 80-70 <br /> <br />Motion by Senden, seconded by Blomquist to <br />find that the OPTICOM system should not <br />be installed on the 10th Street NW and 5th <br />Avenue NW signal unless the operating costs <br />are paid for entirely by Ramsey County, and <br />further if the costs are not assumed by <br />Ramsey County the Council has no further <br />interest in the OPTICOM system. <br />5 ayes - 0 nayes - motion carried <br /> <br />Motion by Senden, seconded by Bloqmuist to <br />amend section 5 of the proposed Administrative <br />Code by adding a second sentence to read: <br /> <br />Administrative Code <br />Chapter II~Purchasing <br />Report No. 80-50 <br /> <br />"Whenever possible, quotations shall be obtained <br />by supplying vendors with a written description <br />or specification of the merchandise, materials, <br />or equipment to be purchased." <br /> <br />and to amend section 11 by deleting the second <br />paragraph which reads: <br /> <br />"Any request submitted to the Council to dispose <br />of property must be in writing and approved by <br />the City Manager." <br />
