That clarification be provided in regard to the Silver Oak Elementary being within the City of New Brighton and that the school closed June 1, 1979;and 6. That because of past discussions and proposals for a pathway adjacent to the retention basin discussed under "Natural Features Section", p. 14 of the plan, the City of New Brighton requests notification of any such proposals in the future. The residents of New Brighton should be given the opportunity to review and comment on such proposals because the small wetland extends into the City of New Brighton. The City of New Brighton concurs that the wetland area should be protected in its natural state and should not be con- sidered as an active recreational area. and further that the Council direct staff to transmit the review in letter form to the City of St. Anthony. Repairs to Well #5 Report No. 80-66 The Manager reviewed the contents of his report. OPTICOM System Report No. 80-70 Motion by Senden, seconded by Blomquist to find that the OPTICOM system should not be installed on the 10th Street NW and 5th Avenue NW signal unless the operating costs are paid for entirely by Ramsey County, and further if the costs are not assumed by Ramsey County the Council has no further interest in the OPTICOM system. 5 ayes - 0 nayes - motion carried Motion by Senden, seconded by Bloqmuist to amend section 5 of the proposed Administrative Code by adding a second sentence to read: Administrative Code Chapter II~Purchasing Report No. 80-50 "Whenever possible, quotations shall be obtained by supplying vendors with a written description or specification of the merchandise, materials, or equipment to be purchased." and to amend section 11 by deleting the second paragraph which reads: "Any request submitted to the Council to dispose of property must be in writing and approved by the City Manager."
