The <br />purpose of this addendum is to clarify the conditions under which the baseline sound <br />measurements were made in September 2008 and to confirm that the mitigation plan <br />recommendations are intended to reduce all sounds from the facility to levels below the <br />existing, non-operating, ambient noise. <br />The measurements were made with and without the crushing plant in operation. During <br />the measurements with the crushing plant in operation, the operations were normal with <br />truck delivery/dumping of recycle material and crushing occurring. The measurements <br />included all sounds from the plant site that were present at the measurement location. <br />Specifically, the sounds at the measurement location included those from the crushing <br />operation, dumping material and occasional truck tailgate impacts. <br />Measurements were also made after the facility ceased operation to prepare the crushing <br />equipment to move off site. As indicated in the December sound mitigation plan, all <br />sound levels (operating and non-operating) were well below both the Minnesota Noise <br />rules and the New Brighton zoning code limit. <br />The goal of the sound mitigation plan is to reduce all sounds from the crushing operation <br />to below the measured background (non-operating) sound level. To accomplish this <br />result, we recommended to increase the height of the existing berm along the west side of <br />the property to at least 25 feet above adjacent crushing/dumping and material handling <br />activities. <br />
