Director Jacobson can retire as of February 1, 2010. Director Jacobson has informed me <br />the he is not planning on going anywhere, but the department still needs to train and <br />provide opportunities for the next group of senior command personnel. Providing <br />mentorship and training is best provided in day to day working relationships. Providing <br />an opportunity for another Deputy Director and an administrative level Sergeant provides <br />opportunities to see the Leadership and Senior Command duties and commitment <br />required to go to the next level. We are not doing our job unless we are preparing our <br />future replacements. <br />We have not had a police promotion since July 1, 2001 (John Kaiser, Andy Masterman <br />and Terry Nelson promoted from Corporal to Sergeant). That is nine years where <br />numerous staff members have not had an opportunity for growth thru leadership. <br />We did not replace the sixth Sergeant with the retirement of Ed Werneke in January <br />2006. We already have less management/supervision than we did three years ago. <br />Interim Plan — Deputy Director Vacanc <br />With the departure of Deputy Director Ellickson, we will be implementing a plan to assist <br />in continuing leadership, management and supervision of the Police Division. <br />Director Jacobson will take on the direct supervision of the four Police Sergeants and the <br />• three Detectives. With this additional responsibility, Bob will now have direct <br />supervision for Deputy Director Olson, Office Supervisor Forbord, four Sergeants and <br />three Detectives for a total span of control of nine staff members. Bob will also have <br />primary responsibility for the emergency management programs as well as general <br />leadership and oversight of the entire Dept. of Public Safety. <br />• <br />Deputy Director Olson will take on the responsibility for direct supervision of the three <br />School Resource Officers. This will result in Deputy Director Olson having direct <br />supervision for the Fire Marshal, Crime Free Multi Housing Officer, two Deputy Fire <br />Chief positions, and three School Resource Officers for a total span of control of 7 staff <br />members. He also is active in the supervision of five Fire Captains and the Fire Safety <br />Officer. And, Deputy Director Olson is the primary contact for building maintenance <br />issues and is the Assistant Emergency Management Director. And, Deputy Director <br />Olson will be taking on the oversight of the vehicle and cash forfeiture/seizure process, <br />the Police Explorer program and the Police Reserve program. <br />We will begin to utilize Officer/Deputy Fire Chief Paetznick to assist with managing and <br />implementing the public safety fleet plan and the non fleet plan, but, his time is already <br />extremely limited working on numerous other tasks and programs. <br />H:\Dean\Budget 2010 August 25 2009 Discussion.doc <br />
