1-1 <br />Senior Engineering- Tech <br />Executive Summary <br />Bob Rutherford has opted for the Early Retirement Incentive Program and Director <br />Wyffels would strongly recommend filling this position within 3 months of vacancy. <br />This is a key position within public works, more importantly; it is a revenue position that <br />continues to pay for itself as we charge projects an engineering fee that goes directly to <br />the general fund for all work performed by our department. <br />Grant has looked at the possibility of restructuring or reassigning this position and has <br />determined that we do not have the resources or human talent in-house to perform the <br />essential functions of this position. Director Wyffels would recommend changing the <br />title and essential requirements of the job, but would keep the same job responsibilities <br />and pay grade. Listed below is a position summary according to the job description and a <br />listing of some of the major items of work performed: <br />To direct, manage and regularly evaluate the technical and day-to-day operations <br />of the Public Works Engineering . function in a manner that ensures municipal <br />engineering projects are planned, designed, approved, scheduled and completed <br />on time and within authorized budgets. <br />Street Reconstruction Projects <br />The City has over 70 miles of streets that are on a 30 year reconstruction schedule. On <br />average, we reconstruct 2.5 miles of streets per year. The City charges the projects a <br />21 % engineering fee which in return shows up as revenue to the general fund. Just in the <br />last 5 years we have charged over $570,000 to our annual street reconstruction projects. <br />Without this position, we would use a consultant to prepare the plans and specifications <br />and perform construction administration. Use of consultants would cost the City well <br />over half of this revenue.
