5. Percentage of Construction Cost <br />Generally used when the scope of services can be clearly and fully defined and <br />there is a reasonable relationship between construction cost and cost of engineer- <br />ing services. <br />The curves represented in Figures 1 and 2 are intended as guides for Basic <br />r <br />Services only. Special Services and studies outside the realm of normal scope of p` <br />'i engineering services may add substantially to the total cost and increase the <br />percentage fee. <br />As under fixed lump sum payment, there should be a provision for changes <br />required after the approval of the preliminary design, with a clear understanding <br />as to where the final approval authority lies. <br />40 6. Special Services <br />Soil explorations, pilot plant studies, laboratory tests and other special services <br />may be conducted under separate contract. Such services, if conducted by others, <br />are generally placed under the direction of the Consulting Engineer. <br />The decisions made <br />by a <br />Consulting <br />Engineer affect <br />the initial cost, the long <br />term operating cost <br />and the overall <br />quality of a project. The savings in these <br />items to be derived <br />from <br />the proper <br />handling of the <br />project usually far exceed <br />the total engineering <br />fees. <br />Therefore, <br />it is in the best <br />interest of the Client to <br />carefully select an engineer <br />on qualifications, experience <br />and references. <br />The Fees as presented in this publication serve as guidelines to both the Client <br />and the selected Engineer for appropriate compensation, deferring the need for <br />fee discussion prior to his selection. <br />—12— <br />
