Zoning: I-1, Light Industrial <br />Surrounding Land Uses: <br />• North: Industrial (Business Data Record Services) <br />South: Medium Density Residential (manufactured home park) <br />East: Industrial (Roseville Properties) <br />West: Industrial (Roseville Properties) <br />SPECIAL USE PERmu ANALYSIS <br />Zoning Code Section 6-050 (2) allows any use, except residential, to be specially permitted in <br />the I-1 district by Special Use Permit (except a use deemed heavy, which should be in the I-2 <br />district). Further, Section 6-030 (1) states that any use permitted in a business district are also <br />permitted in the industrial district. So, one might conclude that any use specially permitted in the <br />business district may be specially permitted in the I-1 district. Section 5-240 (6) and (7) of the <br />B-3 district notes automobile sales and automotive services as a specially permitted use. Thus, <br />staff has recommended the applicant seek a special use permit to permit these uses in the I-1 <br />district. <br />Because the applicant intends on inhabiting an existing space, many of the normal Site Plan or <br />Special Use Permit criteria are not applicable (such as setbacks, floor area ratios, etc). Staff <br />reviewed the following relevant elements with regard to the Special Use Permit request: <br />Parking <br />Zoning Code Section 11-030 (3) (K) provides the following ratio for determining off street <br />parking requirements: <br />0 6 minimum + 1 for every 500 SF over 1,000 SF + 2 / service bay + 1 / employee <br />Based on the applicant's use of the property this equates to the following: <br />6 + 4 + 2 + 1 = 13 stalls <br />The applicant and owner narratives indicate that 10 stalls are available on site. Additionally, the <br />interior space will support an additional 8 stalls for a combined total of 18 stalls on site, an <br />excess of 5 stalls per Zoning Code section 11-030. <br />Also worth discussing is the applicant's desire to obtain a used vehicle dealers license. This is a <br />state license that requires 5 stalls on site. The parking ratio calculated above is for an "auto <br />repair, auto sales" use, which indicated that 13 stalls is adequate for the applicants use. <br />However, if the Commission or Council wanted to require 5 additional stalls as a condition of the <br />dealers license sign off, the site can accommodate this level of parking. Thus, staff finds the site <br />adequately parked. <br />Outdoor Storage/Screenin¢ <br />Zoning Code Section 6-390 (3) provides for screening requirements when an industrial use is <br />adjacent to a residential use. Being this is an existing site this requirement can sometimes be <br />burdensome for a new tenant. However, the applicant has indicated that during non -business <br />hours all vehicles will be parked indoors. Thus, this standard can be met. <br />
