Signage <br />The applicant has not provided any signage plans. However, the applicant does anticipate <br />• erecting some type of wall signage on the front fagade of the building. The applicant will be <br />required to comply with Zoning Code Sections 9-100, 9-110 and 9-120 and a Permanent Sign <br />Permit must be obtained. <br />In addition to the above, Zoning Code Section 8-130 states that no special use shall be <br />recommended by the Planning Commission unless the following findings are met: <br />a. That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort of the general <br />public. <br />The primary function of detailing vehicles should have minimal impact on the public. <br />Further, the applicant's proposal includes indoor storage of the vehicles during non- <br />business hours and the minor repair, brokerage and sales portion of the business is <br />considered accessory. This will prevent unsightliness, which can be detrimental to <br />the property. <br />b. That the special use will not be injurious to the use and enjoyment of other property <br />in the immediate vicinity for the purposes already permitted, nor substantially <br />diminish and impair property values within the neighborhood. <br />The majority of the surrounding uses are industrial with the exception of the <br />manufactured home park to the south. The tenant space the applicant will be <br />occupying is 200' from the northern boundary of the park. It should also be noted <br />that another auto repair use exists in the Roseville Properties buildings and staff has <br />found no record of complaints. Additionally, a public hearing notice was sent to the <br />neighbors within 350' and staff has not received any inquiries. All these things <br />indicate the use will not be injurious to the use and enjoyment of surrounding <br />property. <br />C. That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />Staff finds this criterion may not be applicable. The surrounding property is fully <br />developed. <br />d. That adequate utilities, access roads, drainage and/or necessary facilities have been or <br />are being provided. <br />Stafffinds this criterion is met in that adequate utilities are present, the applicant will <br />be utilizing existing access roads, and drainage is not nor will be a problem. The <br />applicant's narrative also indicates the proposed tenant space provides all the <br />necessary facilities to operate the automotive services use proposed. <br />9 <br />
