Signage
The applicant has not provided any signage plans. However, the applicant does anticipate
• erecting some type of wall signage on the front fagade of the building. The applicant will be
required to comply with Zoning Code Sections 9-100, 9-110 and 9-120 and a Permanent Sign
Permit must be obtained.
In addition to the above, Zoning Code Section 8-130 states that no special use shall be
recommended by the Planning Commission unless the following findings are met:
a. That the establishment, maintenance, or operations of the special use will not be
detrimental to or endanger the public health, safety, morals, comfort of the general
public.
The primary function of detailing vehicles should have minimal impact on the public.
Further, the applicant's proposal includes indoor storage of the vehicles during non-
business hours and the minor repair, brokerage and sales portion of the business is
considered accessory. This will prevent unsightliness, which can be detrimental to
the property.
b. That the special use will not be injurious to the use and enjoyment of other property
in the immediate vicinity for the purposes already permitted, nor substantially
diminish and impair property values within the neighborhood.
The majority of the surrounding uses are industrial with the exception of the
manufactured home park to the south. The tenant space the applicant will be
occupying is 200' from the northern boundary of the park. It should also be noted
that another auto repair use exists in the Roseville Properties buildings and staff has
found no record of complaints. Additionally, a public hearing notice was sent to the
neighbors within 350' and staff has not received any inquiries. All these things
indicate the use will not be injurious to the use and enjoyment of surrounding
property.
C. That the establishment of the special use will not impede the normal and orderly
development and improvement of the surrounding property for uses permitted in the
district.
Staff finds this criterion may not be applicable. The surrounding property is fully
developed.
d. That adequate utilities, access roads, drainage and/or necessary facilities have been or
are being provided.
Stafffinds this criterion is met in that adequate utilities are present, the applicant will
be utilizing existing access roads, and drainage is not nor will be a problem. The
applicant's narrative also indicates the proposed tenant space provides all the
necessary facilities to operate the automotive services use proposed.
9
