Floor Area Ratio (FAR) <br />The proposed restaurant is 4,200 SF and consists on one level. Total lot area is 60,451 SF. <br />. Zoning Code Section 5-250 (3) provide for a floor area ratio not to exceed 1.0. The <br />total building area is 4,200 SF (90% is used) and drive-in, fast food restaurants require one <br />parking stall for every 65 SF. This calculates as follows: <br />4,200 SF —10% = 3,780 SF / 65 SF = 58 stalls <br />The applicant is proposing 63 parking stalls, 5 in excess of the minimum amount required. <br />Lighting <br />Zoning Code Section 11-010 (6) provides for certain lighting standards. The applicable <br />standards include: 1) lighting fixtures must be directed downwards, 2) lighting structures shall <br />not be placed as freestanding structures within the parking lot but placed on islands or around the <br />perimeter of the parking lot, and 3) the lighting shall not shine directly into right-of-ways or <br />residential uses. There are no foot-candle maximums (illumination maximums) for business <br />zoned sites abutting non-residential uses. Staff has reviewed the lighting plan and finds all <br />requirements are met. <br />Driveway & Curb Cut Standards <br />Zoning Code Section 11-020 (8) provides for certain driveway and curb cut standards. The <br />applicable standards include: 1) a 50' driveway setback from a street intersection (unless they <br />are aligned), 2) a 50' setback between driveways, 3) driveways shall intersect at 90 degrees, and <br />4) a maximum of two curb cuts is permitted for a single commercial site. The applicant proposes <br />reconstructing the existing two way driveway entrance in the same location. This is depicted on <br />the plans as the southerly driveway. Additionally, a right -out only driveway is proposed 50' to <br />the north of the southerly driveway. The southerly driveway is nearly aligned with the <br />connection of Long Lake Road and Old Highway 8 and the northerly driveway maintains a 50' <br />setback from the southerly driveway. Both driveways intersect Long Lake Road at 90 degree <br />angels. Staff finds all driveway and curb cut standards have been met. <br />Worth noting is that the applicant will be required to obtain curb cut approvals from Ramsey <br />County as this section of Long Lake Road is County owned. Additionally, the City Engineer, as <br />well as Public Safety staff, is recommending the applicant reconfigure the northerly right -out <br />only driveway to prevent left hand turns.
