The updated and amended recharges is in "strikethroupJNanderline" format meaning proposed <br />language is underlined and deleted language is shown as sarikethrough. A summary of the major <br />edits include the following: <br />• Reference the updated Flood Insurance Study and revised Flood Insurance Rate Maps. <br />Under the current system, them is one map for all of New Brighton. Effective June 4, 2010 <br />there will be five maps (also known as panels). The official Flood Insurance Rate Maps will <br />be held on file with the City Plugger and can also be viewed online at www.fema eov. Staff <br />will have these maps available for the public hearing, should a resident or a commissioner <br />wish to view a specific area. Staff has also attached, as Exhibits C and D, GIS maps <br />illustrating overall floodplain zones at a city-wide level. <br />• Definitions and references were added concerning the following terms: "lowest floor", <br />"manufactured home", "substantial damage', "mad "substantial improvement'. <br />• Annexation language was added. <br />• References were made to the updated zone designations. Under the current system there are <br />only a handful of zones (mainly zone A, B, and Q. Effective Jane 4, 2010 there are many <br />new zones such as zone AE, AH, and x Gust to reference a few). <br />• A k immg standards for flood -proofed accessory structures. <br />• The loan "broad vehicle"and"Iravel trailer"was changed To "recreational vehicle". <br />• Additional language on "Znne A Lakes" was added. This edit is specific to the 2004 <br />revisions mentioned above. <br />• Clarifications are mode regarding issuing a permit for modification and rehabilitation of <br />structures within the floodplain. <br />• RNuvements led' ofifacation for waterwutu alterations" were added. Basically, the City <br />must notify the DNR and FEMA prior b authorizing an alteration or relocation of a <br />wmerwarse. <br />• New Variance language was added. <br />• Under the Nonconforming Use section, additional language was added concerning <br />"subsamial improvements". <br />Both Planning and Engineering staff have reviewed the revised language and have no specific <br />concerns the changes will have on New Brighton residents. It is also important to ante that the <br />City bas limited ability to amend this language in a nature that would be less restrictive. The <br />City is only allowed to proposed floodplain regulatiors that are more restrictive. <br />STAFF RBCOMMENOATION <br />Recommend the City Council adopt the updated and amended Floodplain Management <br />Ordinance reflecting updated Flood Insurance Rate Maps. <br />Ji U aweelru.._ <br />Janice Oundlach, City Plaamer <br />
