Page 2 of 2 <br />Council Report <br />FSC and WTP Bid Award <br />If awarded, work at the Water Treatment Plant will be completed by September 1, 2010 and work <br />at the Family Service Center is intended to start on or about August 30, 2010 and will be <br />completed by September 17, 2010. <br />Costs and Funding <br />Family Service Center Roof <br />This project involves the replacement of the ballasted EPDM roof on the FSC. The FSC roof <br />material was installed in 1994 when the building was constructed. The area proposed to be <br />replaced is approximately 40,000 square feet. The cost for a built-up roof is $548,000 with a life <br />expectancy of 30 years. <br />In 2009, $390,000 was added to the Non -Fleet Capital Replacement Fund. Per City Council <br />direction, it was not formally dedicated for a specific purpose. However, it was the intent that it be <br />encumbered for the Family Service Center's (FSC) roof replacement and it is available for this <br />purpose. Additional monies, over and above the $390,000, will be required. The General Fund <br />finished 2009 with a surplus of $239,700. In the past, the Finance Director has recommended that <br />the General Fund surpluses be transferred to the Capital Replacement programs. It is proposed to <br />use $158,000 of the 2009 General Fund surplus. <br />•Water Treatment Plant Roof — City Project 10-6 <br />This project involves the replacement of the east section of ballasted EPDM roof on the Water <br />Treatment Plant facility. This section of roof is the original roof from 1989 when the plant was <br />first constructed. The area proposed to be replaced is approximately 11,000 square feet. The cost <br />for a built-up roof is $110,000 with a life expectancy of 30 years. <br />The total cost of the Water Treatment Plant Roof including engineering will be funded from Fund <br />206 — Army Water Fund. <br />Grant M.
