Mr. <br />'Smith reported he has lived therefor 37 years, and never saw a need for a sidewalk in the past. Fora period of <br />a few days the Smith's observed and tallied traffic patterns in fivnt offlighview. Their tallies were shared <br />with the council and staff They observed the kids currently do not utilize the sidewalk on the north side of 7s' <br />Street; they tend to cross the street at various points. <br />Mayor Jacobsen asked for comments from the audience, there were none. <br />Motion by Councilmember Burg, seconded by Councilinember Samuelson to close the Public <br />Hearing. <br />5 Ayes, 0 Nays -Motion Carried <br />The Public Hearing was closed at 7:11 pm. <br />Motion by Councihnember Phillips, seconded by Councilmember Burg to adopt the <br />Resolution ordering Project 10-15, 7'" Street Sidewalk Between 23'" Avenue and Inca Lane, and <br />designate the City Engineer as the engineer for this improvement, and authorize the installation <br />of the crosswalk as proposed in the feasibility study, and direct City Staff to study the pedestrian <br />traffic pattern for a full school week in January or February, and again in April or May and <br />report back to Council in July 2011. <br />5 Ayes, 0 Nays -Motion Carried <br />Council Business <br />1. Jeff Van Der Wal requests consideration of Special Use Permit to construct a 1,056 SF <br />detached garage at 184715th AVE NW. Report No. 1 O-179. Resolution No. 1O-048. <br />City Planner Janice Gundlach reported the applicant is requesting a Special Use Permit <br />to allow construction of a 24' x 44' detached garage totaling 1,056 SF. The garage would be <br />located in the backyard, which is the southeast side of the property, and would be setback 50' <br />from the lake and 5' from the side lot line. All other setbacks for all other structures on <br />site are conforming. Because the square footage of the detached garage would total 1,056 <br />SF, per Zoning Code Section 4-530 a Special Use Permit is required because the size will <br />exceed 624 SF. This same section of the code permits a single accessory building of <br />1,064 SF and at 1,056 SF the applicant will not exceed this size. The existing shed on the <br />property that would be removed and there are no other detached buildings on the property. <br />The Planning Commission continued the public hearing. No residents attended the <br />meeting or expressed concerns to City staff. The applicant addressed the Planning <br />Commission's concerns regarding private storage needs.
