SITE CHARACTERISTICS <br />Location: <br />Lot Size: <br />Topography: <br />Comprehensive Plan Designation: <br />Zoning: <br />Surrounding Land Uses: <br />North: <br />South: <br />East: <br />West: <br />2200 Silver Lake Road (NW corner of Silver Lake Road <br />and Mississippi Street) <br />41,413 SF (0.95 acres) <br />sloping north/south, northeast/northwest <br />NB, Neighborhood Business <br />B-3, General Business <br />single family home <br />commercial/retail spaces <br />Silver Lake Road, Creekview Park <br />commercial (Busy Bee car wash) <br />SPECIAL USE PERMIT ANALYSIS <br />Per Zoning Code Section 11-020 (10), a Special Use Permit is required in order to construct a <br />drive-thru facility. Drive-thru facilities shall meet the following criteria: <br />A. The drive-thru facility does not negatively impact traffic on public rights-of-way. <br />Based on the circulation of the drive-thru, no public rights-of-way will be negatively <br />impacted. <br />B. A stacking lane shall be provided with a minimum of four spaces per lane in addition <br />to the number of required parking spaces. <br />The stacking lane will provide more than four spaces. <br />C. The stacking lane shall be a minimum of twelve feet wide. <br />Adequate space is provided on site for a 12' stacking lane. However, there is a bank <br />of 10 parking stalls just across the drive-thru lane where if a car is at the drive-thru <br />window and a car wants to back out of one of these spaces there isn't enough room. <br />These stalls are not necessary to meet the minimum required by code. As such, staff <br />would recommend that these stalls are either not striped or designated as employee <br />only. <br />D. The vehicle stacking lane shall not extend beyond the street right-of-way line. <br />The proposed stacking lane does not extend beyond the street right-of-way line. <br />E. The vehicle stacking lane shall be delineated so that vehicles waiting in line will not <br />unreasonably interfere with the primary driving, entrance, exit, and parking facilities <br />on site. Employee -only designated parking may be considered in an effort to comply <br />with this condition. <br />The actual required 4 -stall stacking lane should not impact any parking stalls. <br />F. Any pedestrian walkway that is adjacent to or crosses the stacking lane must be <br />marked and clearly indicated with signage or painted crosswalk. <br />
