I <br /> Approved <br /> Commissioner Danger asked if the applicant would typically do cremations after regular business hours. <br /> Mr. Wyland said it would be atypical, but the situation could arise. <br /> Mr. Kotoski asked when the first Special Use Permit was applied for. Ms. Gundlach stated prior to 2006, <br /> and was renewed in 2006. <br /> Jane Jorgenson requested the hours of operation are specified. <br /> Mr. Jorgenson requested the commission consider the concerns of the Arden Hills residents. <br /> Ms. Gundlach_stated the hours of operation for the surrounding industrial area for a permitted use is 24 <br /> hours a day-7 days a week. A specially permitted use can have hours of operation imposed. <br /> Paul Gruetzman, residing at 173 2nd Ave SE requested traffic be routed to 1st Street. <br /> Councilmember Bauman asked what the process is for unclaimed ashes. Mr. Wyland responded <br /> unclaimed ashes will be brought to a farm near Aitken, MN for burial within thirty days. <br /> Charlie Gantzer, Barr Engineering addressed the difference between stack temperature and flue <br /> temperature, noting toxic screening is not required for animal or human waste. <br /> Mr. Gantzer addressed the questions related to odor testing, stating there is a ASTM (American Society <br /> for testing materials) standard. <br /> Chairperson Howard questioned the reason the MPCA would not require a permit for emissions. Mr. <br /> Gantzer commented that crematories have controlled burns. <br /> Chairperson Howard checked with the residents to be sure their questions were addressed. Mr. Kotoski <br /> asked for clarification on Mr. Gantzer's comment stating he feels a permit would be required. Mr. <br /> Gantzer responded that was correct, based on stack height. City Planner Gundlach noted that the permit <br /> would be submitted to the City for review. <br /> City Planner Gundlach said she contacted the cities of Minneapolis, Minnetrista, Duluth and Brooklyn <br /> Park, all having crematories with residential areas adjacent, there were no complaints reported to any of <br /> the cities. <br /> Commissioner McPherson asked if the train is restricted in its hours of operation. Ms. Gundlach stated <br /> the train is regulated by the Federal Government and there are no restrictions. <br /> Commissioner McPherson suggested allowing at least one evening per week to be open. Also suggesting <br /> natural fencing as the preferred choice. Commissioner Danger noted the insulated pipes used for the <br /> stack are pre cut lengths, and difficult to cut. <br /> Commissioner Nichols-Matkaiti suggested including"one pet at a time" as part of the conditions. <br /> Chairperson Howard spoke to the Arden Hills residents, assuring them they would get the same attention <br /> as if they were New Brighton residents. Commissioner Howard noted three of the five conditions are <br /> clearly met and based on the staff report and testimony heard the other two standards are met as well. <br /> Commissioner Howard stated he understands that some residents are not comfortable with the use, noting <br /> that is not grounds for denial. <br /> Motion by Commissioner Alvey seconded by Commissioner McPherson to close the Public <br /> Hearing. <br /> 5 Ayes, 0 Nays, Public Hearing was closed at 8:41 pm. <br /> Motion by Commissioner Alvey seconded by Commissioner Nichols-Matkaiti to approve staff <br /> recommendation with the 12 conditions, noting changes to conditions 5, 9, and 11. <br /> The following amendments were made: <br /> Condition 1) The Landscape Plan. <br /> 4 <br />
