Mr. Kasbohm noted the market will <br />determine the rates somewhat, but intends to charge $750 for a 1 bedroom, and $850 for a two <br />'bedroom. <br />Mr. Kasbohm noted that calls for service may increase, as he will be proactive in calling the <br />police to address problematic behaviors. <br />Mayor Jacobsen stated the Council and the Public Safety Department will support Mr. <br />Kasboum's efforts, and are looking forward to the improvements. <br />Councilmember Phillips asked if pitched roofs were considered. Mr. Kasboum responded <br />costs make that impractical. <br />Council expressed concern with the possible increase for calls for service. Officer Hamdorf <br />stated that currently the calls for service have slowed down. <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to approve the mitigation <br />plan and provisional multiple dwelling license for the property Silver Lake Flats located <br />at 2090-2160 West County Road E. <br />5 Ayes, 0 Nays - Motion Carried <br />2. Approval of Emerald Court Multiple Dwelling Provisional License and Mitigation <br />Plan. ReportNo. 11-237. <br />Officer Trevor Hamdorf reported that as required by City Code Chapter 13, the New Brighton <br />'Department of Public Safety reviewed police and fire calls to all licensed, multiple dwelling <br />housing units in the City of New Brighton for the period of January 1, 2011 through June 30, <br />2011, including the property described as Emerald Court located at 1360 7th Street NW. The <br />analysis revealed a level of .94 provisional calls for service per unit for the six month period of <br />review. This level is in excess of .5 calls per unit as allowed under this ordinance. City Staff <br />has met with the property management company and has established a positive dialogue to <br />engage in partnerships to reduce the police and fire calls for service. Emerald Court submitted <br />a mitigation plan and based upon review of the document, staff recommends approval of the <br />mitigation plan. Monthly reports will be required from Emerald Court regarding progress on <br />their mitigation plan. Staff will continue to monitor activity at the Emerald Court during the <br />provisional licensing period and verify compliance with the mitigation plan. <br />Officer Hamdorf noted the tenant screening criteria will be submitted to the City. <br />Dean Varner, president of TAB Properties reported that a few additional changes have been <br />made; including replacing the previous manager, with one more able to address the issues that <br />arise at the property. Additionally a national company has been hired to conduct tenant <br />screening, both criminal and financial. <br />Mr. Varner has been having conversations with the Property Management Company from <br />Garden View Apartments, as well as two others to work on cooperative efforts to improve the <br />area. Councilmember Phillips expressed concern with the mitigation plan submitted; noting <br />calls for service have not decreased, also noting none of the neighboring buildings are on a <br />provisional license status. Councilmember Phillips suggested the property management <br />'company should have gotten involved earlier. Mr. Varner, agreed, stating he is fairly new in <br />this role, and intends to work to improve the situation. Councilmember Bauman expressed her <br />dissatisfaction with the lack of improvement. Mayor Jacobsen stated he would expect to see <br />significant results going forward. <br />Page 4 of 7 <br />2.
