Joint Powers Agreement between the City of New Brighton and Independent <br />School District No. 621 concerning parking lot improvements, access and use at <br />Freedom Park and Pike Lake Education Center, 2121 & 2101 14th ST NW. Report <br />No. 11-238. <br />City Planner Janice Gundlach reported that this request would allow parking lot improvements <br />at Freedom Park, 2121 14th Street NW. Specifically, the east end of the existing parking lot <br />would be opened up and connected to the Pike Lake Education Center parking lot at 2101 14th <br />Street NW. Additionally, the existing half circle at the east end of the Freedom Park lot would <br />be removed, and it its place an additional 11 parking stalls and a sidewalk would be <br />constructed. This project was precipitated by a Special Use Permit request made by the school <br />district in June of this year. That request entailed converting the paved play court in the rear <br />'yard off 13th ST NW into a parking lot. The school district withdrew that request largely due <br />to opposition by area residents. In an effort to obtain additional parking, the school district <br />decided to pursue constructing a proof -of -parking area that was reviewed and approved in 2005 <br />With regard to that 2005 approval, the proposed improvements covered under this Joint <br />Powers Agreement were conceptually approved in 2005 in conjunction with a land use <br />request made by the school district to convert Pike Lake from an elementary school to an <br />education center and food shelf. Parking was specifically addressed and two <br />proof -of -parking areas were proposed and accepted by the City Council in 2005. <br />Planning, engineering, and parks city staff has collectively met with the school district <br />concerning the proposed parking lot improvements and all agree that more parking and better <br />access to the Freedom Park lot will benefit both Pike Lake and Freedom Park users <br />and that construction of the proof -of -parking area is a better solution to conversion of the <br />play court originally envisioned by the school district. <br />The improvements will cost the school district approximately $38,000, including City <br />engineering costs and a 10% contingency, completion date would be before October 31, 2011. <br />Councilmember Phillips questioned if removing the driveway on 14th Street to the west of 23rd <br />Ave. NW - at the west end of the parking lot was considered, noting four additional stalls could <br />be gained. Councilmember Phillips questioned if accessible parking stalls will be included for <br />the Neighborhood Center. <br />Councilmember Bauman questioned the placement of the sidewalk, and why it goes along only <br />a portion of the parking stalls. City Planner Gundlach stated she did not design the plan, and if <br />'it is Council's desire, it could likely be removed. Councilmember Burg, noted the sidewalk <br />provides additional access to the Neighborhood Center. Councilmember Phillips suggested <br />letting the engineer make the determination on whether or not to include the sidewalk. <br />Councilmember Burg questioned if this proposal has been reviewed by the Parks, Recreation & <br />Page 5 of 7 <br />3.
