September 13,2011 Page 5 of 6 <br /> Director of Public Works Wyffels explained that Ms. Green approached the City, stating her <br /> opposition to the relocation of the basketball court. Director Wyffels explained the <br /> relocation of the basketball court is included in part of the city's pavement management <br /> program. Construction is planned in the upcoming weeks. <br /> Councilmember Samuelsson questioned the reason for moving the basketball court. <br /> Director of Parks and Recreation, Sandy Breuer reported that letters were sent to all resident <br /> within 350' in March of 2011. The following reasons for relocation were given: <br /> • The lower location would provide better visibility from the parking lot. <br /> • The lower location is closer to the play features. <br /> • The ball fields could be better realigned. <br /> Councilmember Phillips questioned if the relocation of the basketball court could be removed Ilium the <br /> existing construction project without a penalty. Director Wyffels confirmed that it could. <br /> Director Breuer expressed concern with not moving the court,as notices were distributed,and there were <br /> some respondents in favor of the relocation. <br /> Councilmember Phillips stated that because there is no penalty to remove the project,he would suggest <br /> taking time to study the options,and if necessary,include this in a 2012 project. Director Wyffels noted <br /> that would be feasible. <br /> Councilmember Burg expressed concern with moving the basketball court out of visual distance from the <br /> baseball fields. <br /> Councilmember Bauman reported Silver Oaks Park is not used in the same capacity as previous years. <br /> Also reported there was negative behaviors occurring in the parking lot and behind the screening. <br /> Councilmember Bauman also stated she has concern with increasing the impervious surface near the street, <br /> and would suggest further studies be completed. <br /> Councilmember Phillips suggested sending the request to the PREC commission for further study,and <br /> ordering a survey of the park as well. <br /> Director Wyffels asked for the Council's direction regarding the existing basketball court. Councilmember <br /> Phillips suggested staff determine when to remove the existing court. <br /> Director Wyffels commented that there have been significant drainage issues along Oakwood Dr.,and a <br /> study is currently underway. Director Wyffels explained the intent to bring a change order later in the year <br /> adding two catch basins--to address the drainage issues while the contractors are at the site. <br /> Motion by Councilmember Phillips,seconded by Councilmember Bauman to remove the project <br /> from the current pavement management program,and direct the PREC to study,and obtain a <br /> survey of the park. Additionally direct the Public Works Director to add a change order for storm <br /> water improvements as needed at Oakwood Dr. <br /> 5 Ayes,0 Nays-Motion Carried <br /> Commission Liaison Reports,Announcements and Updates <br /> Commission Liaison <br /> Reports, <br /> Dean Lotter Announcements and <br /> City Manager Lotter reported that he will be hosting local officials from Ukraine later in the Updates <br /> month. <br />
