whether to replace the shelter with a fabric structure or a wood structure. On January 4, 2012, PREC <br /> recommended waiting to build a new shelter to see if the residents request it. The contractor doing the <br /> demolition is giving the City the same price, but asking the city to pay for the permit fee, about $450-$500. The <br /> contractor's costs have gone up; since the contractor held off on this project for over 6 months the contractor <br /> has asked the City to cover the permitting fees. The funding source of this project would be the Park <br /> Improvement Fund. <br /> After much discussion, Council made a decision to move forward with this project as discussed above. Staff <br /> was directed to move forward and demolish the shelter. <br /> Silver Oaks—Basketball Court Relocation: <br /> Director Breuer gave a brief history and timeline of the process of the relocation of the Silver Oaks basketball <br /> court. On January 4, 2012 PREC revisited this project and made the recommendation to Council to move the <br /> Silver Oaks basketball courts as originally presented. <br /> One of the issues with this project was drainage; Director of Public Works Grant Wyffels stated that two catch <br /> basins were added. Council previously authorized adding two structures at the entrance/exit of the tennis court <br /> parking lot to Oakwood Drive. <br /> The other issue with this project was that there were inappropriate behaviors such as drinking in the park. <br /> PREC asked Public Safety to pull Police reports for 2005 but there was only one call in 2007. <br /> After much discussion, Council made a decision to leave the basketball court where it is. Staff was directed to <br /> remove the current basketball court when it was no longer useable due to its condition. <br /> Goose Management: <br /> Director Sandy Breuer gave a brief history of the Goose Management Program. There a lot of volunteers for <br /> this program but zero nests were found on City properties. Volunteers wanted this program to continue, and if <br /> approved to put this item on Council consent item, but would like to expand it to include egg addling on private <br /> properties with the consent of landowners. <br /> PREC asked City Attorney Charlie LeFevere regarding legalities of goose management on private property. <br /> City Attorney LeFevere stated that if we had the consent of landowners he doesn't see any problems with this <br /> program. The volunteers chose lake homes and Forestdale Pond; they have been communicating with the <br /> homeowners. Before the volunteers can proceed they need the landowners to sign a waiver and because of this <br /> change PREC wants to ask Council to give the volunteers permission to do this on private properties. <br /> Volunteers will be training the homeowners and landowners to do nest searching and egg addling. <br /> After some discussions, Council approved the Goose Management Program changes to be put on Council's <br /> consent agenda. <br /> Worksession adjourned at 6:30 pm. <br /> 2 <br />
