New Brighton Parks, Recreation and Environmental Commission 5
Minutes of January 7, 1998
B. Athletic Facility Needs Analysis
• No discussion. Deferred to February.
C. Brightwood Hills Club House Renovation
Anderson stated the City was addressing the long term use of golf course.
One of the items decided was to consider new clubhouse. The City hired
Jim O'Brien and looked at two options; a new clubhouse or renovated
clubhouse. In rough numbers, the new building is about $250,000.
Remodeling will be $150,000 - $200,000. If we put in a new building we
free up additional parking. That parking lot cost would be a new cost, not
included in the $250,000. About $20,000 for 19 parking spaces. New
building is complicated by the fact that even additional parking will not
meet our needs. Our only option for additional parking is in the Salem
Baptist Church lot. The Church is building a gym, they often use the golf
course parking lot in the winter and are willing to enter into a long-term
agreement for shared parking with the City. Recommending building an
8 ft. path from the church parking lot to golf course parking lot - there is
a need to have a definite path. Numbers are lower in summer at the church
so they don't need extra parking; we are busier in summer, so the joint use
of parking lots works well. The church would be responsible for plowing
in the winter, we are responsible for maintenance in the summer. No
411) recommendation needed at this time. This will go to Council in March but
I do not have all information at this time to present to you. The path from
the church to golf course would shorten the first tee by 20ft. Will have to
do some fill in the low areas.
Commission/staff members continents and discussion:
Inquiry was made about the option of having the clubhouse built
where the maintenance building was. It is no longer an option
because golfers on the ninth tee may hit into the building and the 1st
tee would have to be bldg. being relocated and 1st tee shorten.
Anderson said configuration of new building would be different but
essentially the same ingredients; air conditioning, new plumbing,
heating, vending machines, etc. One story and fairly basic.
There is only thing you are gaining with the new building and that
is more parking spaces.
Anderson said the lower area of the existing building would be
raised 18" and would be level to the outside. The building would be
stripped to the studs; the heating, electric, etc. Very little in the
current building meets code. Ceiling would be about 10 ft., there
would be a handicap ramp which would lead to the current
clubhouse, where there is an office, small seating area, two
restrooms, and second office. The southern portion would be used
for storage. There would be a garage door access on west side to
store carts. The second floor would not be touched except bringing
the wiring up to code. If we put in anew building, cost of storage
