city of
WV
IPRIGHTO\
MEMORANDUM
To: Mayor and Council
From: Matt Fulton jilast
Subject: Comments regarding the Staff Report on acquiring the 1/2 Ton Pickup Truck for
the Parks Department.
Date: August 8, 1997
There are a couple of comments that should be included relating to the purchase of the 1/2 Ton
pickup truck for the Parks Department:
1) The report provided to the City Council requests formal authorization relating to the
purchase of this vehicle. The pickup truck has actually already been purchased following
normal procedures. The cost of the vehicle was $14,180.00, using a state bid.. At this
price, I authorized the Parks & Recreation Director to proceed with the purchase of this
vehicle. However, the original purchase price excluded the required tax which pushed the
price over$15,000.00, which is the level when Council approval is required pursuant to
our municipal purchasing policy. Therefore, this item is being placed before the City
Council for your formal approval.
2) The Parks& Recreation Director recommended the purchase of a 1/2 T pickup which is
an upgraded vehicle than the sub-compact pickup truck originally planned on being
purchased. I concur with the Director's recommendation that a 1/2 T will provide the
department with more needed flexibility and storage needs for hauling material and
personnel. However, the originally planned vehicle was included in the fleet management
plan at an anticipated replacement price of$12,000.00. The resultant$15,000.00 purchase
price created a$3,000 difference in the amount budgeted and the actual acquisition cost.
The recommended solution was to defer the purchase of a department tree spade, budgeted
• to be replaced this year until Year 2002, and to use already saved resources for this vehicle
to cover the difference. This was a logical way to deal with this situation and
\S H ARE DECO U NCI L\REPO RTS\P I C KU P.PR
