Public Works Director
Wyffels commented the football field and walking paths would not be impacted through the project.
Councilmember Burg questioned if any other areas were considered for the placement of the silt and soil.
Public Works Director Wyffels indicated this was not discussed in detail by staff, but there were few areas in
the City that could hold this significant amount of material.
Councilmember Burg was pleased that staff was upsizing the pipes to assist the City in planning for larger
storm events in the future.
Councilmember Jacobsen asked for the expense to import soil into the New Brighton Exchange. Public
Works Director Wyffels estimated this expense to be$8-9 per cubic yard or$100,000. The City was
benefiting greatly by moving its own soil from one area of the City to another.
Councilmember Jacobsen requested further information on the financing of the project. Public Works
Director Wyffels reviewed this information further with the Council stating the a slight increase for 10 years
to the stormwater utility rates which would assist in financing the project.
Councilmember Bauman questioned how much cash was on hand in the Stormwater Improvement Fund.
Public Works Director Wyffels stated at this time the City had$275,000 in the fund at this time and the City
proposed spending$180,000 of this balance on current and pending projects.
Commissioner Bauman questioned if other projects could be postponed to eliminate the need to raise the
stormwater utility rates. Public Works Director Wyffels discussed how the City manages the level of the
Stormwater Improvement Fund in conjunction with the Capital Improvements Plan. Staff did not
recommend postponing any projects within the Capital Improvement Plan at this time. He discussed the
benefits of the internal loan process further with the Council stating it did offer flexibility and allowed the City
to not bond for the project.
Councilmember Bauman recommended the internal loan be reviewed on a yearly basis to allow the Council
to adjust the rate or length of the loan in case the term could be reduced.
Councilmember Bauman requested further information on the new basin being created. Public Works
Director Wyffels discussed the slope of the new basin stating it would be mowed unless the area had standing
water. He explained the basin would be contoured faster than its current rate and the basin would be able to
hold a six inch rain event.
Councilmember Bauman inquired if the City needed to fence or post signs around this catch basin. Public
Works Director Wyffels stated the area would not be fenced but he could consider signage if the Council was
in favor.
Councilmember Burg was in favor of native plantings in this area as it would reduce the need for mowing.
Public Works Director Wyffels stated he would look through the bids to see if this would create a savings for
the City.
Councilmember Jacobsen indicated this project would greatly benefit the surrounding neighborhoods. He
thanked staff for pulling together the project and addressing the City's stormwater needs.
Mayor Jacobsen agreed and was in favor of monitoring the internal loan over the coming years in case it
could sunset prior to 10 years.
Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the
Plans and Specifications and Authorize staff to Advertise for Bids for City Project 12-9,
Phase I Freedom Park Flood Mitigation Improvements.
4 Ayes, 0 Nays-Motion Carried,
