Consideration of a Site Plan for Eric Chalmers, allowing construction of a 70' x <br />125' industrial building addition and associated surface parking at 309 5th <br />Avenue NW. Report No. 12-152. Resolution No. 12-050. <br />City Planner Janice Gundlach reported Eric Chalmers was requesting Site Plan approval to allow <br />construction of a 70' x 125' two-story addition on the street side of the existing industrial building <br />located at 309 5th Avenue NW. The site is zoned heavy industrial. The addition would be constructed <br />on the west side of the existing building, causing the relocation of surface parking to the rear yard <br />where substantial open space currently exists. The proposal includes elimination of 30 surface parking <br />stalls in the front yard and construction of 66 stalls in the rear yard. Staff noted 16 parking stalls will be <br />preserved and better striped along the south side of the building and 16 proof of parking stalls are <br />proposed. Planner Gundlach explained a northerly access point off 5'h Avenue would be eliminated and <br />the shared access further south on 5'h Avenue would remain. Staff noted the site was used for <br />warehouse, manufacturing and office space and would be 41,068 SF in size after the addition. The <br />company name is AccuStream and they manufacture high pressure washing equipment. City Staff <br />provided a detailed Site Plan analysis and all standards are being met. The applicant may have to revise <br />the shared access easement at the rear of the proposed parking or relocate two parking stalls. <br />Additionally, the applicant will have to go through the Rice Creek Watershed process. If these efforts <br />result in a site plan change (other than relocating two parking stalls) a revised Site Plan will be <br />presented to the Planning Commission and City Council. Staff noted the Planning Commission met on <br />June 19'h and considered the site plan and recommended Council approval with conditions. <br />CournhoemberBauman addressed the parking lot discussion at the Planning Commission meeting noting the surface <br />would have drainage. <br />CouncilmemberJacobsenquestionedwhenthe16proofofpaddngspaceswouldbebroughtintouse. PlatnerGundlach <br />indicated this would be a detenninationmade by the City ifthe site demonstrates aneed for additional parking. <br />Counciltnember Burg was pleased to seethe business growth in the community She questioned ifthebusmess would be <br />adding jobs to the community. Planner Gutxllach noted this would be the hope for the business as he anticipated 20 new <br />employees over the next five years. <br />Motion by CounaLnember Bauman, seconded by Councilmernber Jacobson to adopt a Resolution approving <br />the Site Plan for Eric Chalmers allowing for the construction of a 70' x 130' industrial budding addition and <br />associated surface parking at 3095"' Avenue NW with the followmgconrlktions: <br />' • The addition is constructed consistent with the plans submitted and attached to the <br />Planning Report. <br />• The access easement per Document No. 2460942 is released or revised to that access rights <br />are fully within drive -aisles and not encroaching on parking islands or stalls. The <br />language of a revised easement must be reviewed and accepted by the City Attorney. <br />Council Business <br />1.
