July 10, 20 <br />would assist in addressing the 100 year storm while storm sewer pipes would be upsized. He then explained <br />how Freedom Park would be altered behind the ball field and described the location of additional plantings. <br />The City was planning to add high capacity catch basins would be added at Fredeen Court and Pike Lake. <br />'Public Works Director wyffels estimated the total project costs to be $397,600. The financing ofthe project <br />was discussed in detail stating the work in Freedom Park would bepaid through cash on hand ficin the <br />Stormwater lmprovernentFund, along with an internal loan provided from the Community Reinvestment <br />Fund which would be repaid byincreasing the proposed 2013 Stormwater Utility Rates. <br />Councilmember Burg asked ifthe Freedom Park area would impact the football field. Public Works Director <br />Wyffels commented the football field and walking paths would not be impacted through the project. <br />Councilmenber Burg questioned if any other areas were considered for the placement ofthe silt and soil. <br />Public Works Director Wyffels indicated this was not discussed in detail by staff but there were few areas in <br />the City that could hold this significant amount ofmaterial. <br />Councilmernber Burg was pleased that staffwas upsizing the pipes to assist the City in planning for larger <br />storm events in the future. <br />CouncilmemberJacobsen asked for the expense to import sod into the New Brighton Exchange. Public <br />Works Director Wyffels estimated this expense to be $8-9 per cubic yard or $100,000. The City was <br />benefiting greatly by moving its own soil from one area of the City to another. <br />Councilmember Jacobsen requested further infommation on the financing of the project. Public Works <br />Director Wyffels reviewed this information further with the Council stating the a slight increase for 10 years <br />to the storrnwater utility rates which would assist in financing the project. <br />Councilmember Baurnan questioned how much cash was on hand in the Stormwater hnprovement Fund <br />Public Works Director Wyffels stated at this time the City had $275,000 in the fiord at this time and the City <br />proposed spending $180,000 of this balance on am -at and pending projects. <br />Commissioner Bauman questioned if other projects could be postponed to eliminate the need to raise the <br />stormwater utility rates Public Works Director Wyffels discussed how the City manages the level of the <br />Stormwater improvement Fund in conjunction with the Capital improvements Plan. Staffdid not <br />recommend postponing any projects within the Capital improvement Plan at this time. He discussed the <br />benefits of the internal loan process furtherrwith the Council stating it did offer flexibility and allowed the City <br />to not bond for the project. <br />Councihnernber Bauman recommended the internal loanbereviewed on ayearly basis to allow the Council <br />to adjust the rate or length ofthe loan in case the terra could be reduced. <br />Councilmember Bauman requested further information on the new basin being created. Public Works <br />Director Wyffels discussed the slope ofthe new basin stating it would be mowed unless the area had standing <br />water. He explained the basin would be contoured faster than its current rate and the basin wouldbe able to <br />hold a sic inch rain event. <br />Councilmember Bauman inquired ifthe City needed to fence or post signs around this catch basin Public <br />Works Director Wyffels stated the area would not be fenced but he could consider signage ifthe Council was <br />in favor. <br />CouncilmemberBurg was in favor of native plantings in this area as it would reduce the need for mowing. <br />Public Works Director Wyffels stated he would look through the bids to see ifthis would create a savings for <br />the City. <br />Councilmember Jacobsen indicated this project would greatly benefit the surrounding neighborhoods He <br />thanked staff for pulling together the project and addressing the City's stormwaterneeds. <br />Mayor Jacobsen agreed and was in favor ofmomtoring the internal loan over the coming years in case it <br />could sunset prior to 10 years. <br />'Motion by Councilmember Jacobsen, seconded by Councilmember Burg to approve the <br />Plans and Specifications and Authorize staff to Advertise for Bids for City Project 12-9, <br />Phase I Freedom Park Flood Mitigation Improvements. <br />4 Ayes, 0 Nays -Motion Carried, <br />Page 4 of 5 <br />1.
