B. 4th Street NW/12th Avenue NW <br /> Mr. Grant Wyffels, Director of Public Works, reviewed the Traffic Study report for the <br /> intersection of 4th Street NW and 12th Avenue NW. Mr. Wyffels' recommendation is that a stop <br /> sign be installed at the exit of the Hansen Park parking lot and remove any sight line <br /> encroachments to this sign by removing an existing tree that is located near the exit of the <br /> parking lot. <br /> Commissioner Donohue noted there is a high retaining wall at the corner so the tree removal may <br /> not matter. Mr. Wyffels stated the tree removal is not needed for site line; it is needed as the tree <br /> would be too close to the stop sign. <br /> Commissioner Lamp asked why not stop both directions of traffic. Commissioner Hollimon <br /> noted this does not meet warrants. Mr. Wyffels stated the expectation is to stop coming out of a <br /> parking lot. Commissioner Donohue asked if any consideration was given to a yield sign. Mr. <br /> Wyffels stated that a stop sign would be warranted in this condition; not a yield sign. Director <br /> Jacobson noted there is a State Statute requiring a vehicle to stop when exiting a parking lot even <br /> if no stop sign is posted. Commissioner Schumann asked if the same signage should be done for <br /> the parking lot at the intersection of 5th Street NW and 13th Avenue NW. Commissioner <br /> Hollimon felt this proposal is prudent and reasonable. <br /> Commissioner Hollimon made a motion to accept the recommendation of Mr. Grant Wyffels and <br /> also investigate if the same signage is warranted at the intersection of 5th Street NW and 13th <br /> Avenue NW; Commissioner Schumann seconded. Motion carried. <br /> C. Parking Ordinance Review/Discussion <br /> Director Jacobson noted Council asked this Commission to review the parking ordinance with <br /> the primary concern being if the city should continue with the 2-5 am parking restriction; Section <br /> 29-20. Director Jacobson noted that generally officers issue citations via complaint during the <br /> summer months. The benefit of having this parking restriction is officers are quick to see cars <br /> overnight. Section 29-21 limits on street parking to 6 hours and Director Jacobson would not <br /> suggest changing this. Commissioner Bredenbeck asked about warning cards. Director <br /> Jacobson noted warnings are sometimes given but this is at officer discretion. <br /> Commissioner Bredenbeck would keep the ordinance as it stands. Commissioner Benke asked <br /> about vehicles parking on a permanent surface. Director Jacobson stated that is in a different <br /> chapter of the City Code and handled by Community Development. Commissioner Benke asked <br /> if that should be included in Chapter 29. Commissioner Lamp asked to please keep this <br /> ordinance as is. Commissioner Donohue stated it would be nice to not have to worry about <br /> overnight parking but also sees the other side. Commissioner Hollimon asked if allowing <br /> parking on the street would align with traffic calming or would we be creating traffic hazards. <br /> Director Jacobson stated we possibly would as parked cars do get hit at times. Commissioner <br /> Kocon asked how strict we are on the 6 hour limit. Director Jacobson noted officers generally <br /> are not looking for this and it is usually enforced on a complaint basis. <br /> Commissioner Bredenbeck made a motion to accept the Parking Ordinance as it currently stands; <br /> Commissioner Schumann seconded. <br />
