Civil Engineer, Schlichting explained the MnDOT and Ramsey County <br /> projects scheduled from 2013 through 2017. As part of the Hwy. <br /> 10/Hwy. 96 project, Highway 96 will actually go under Hwy. 10. That <br /> will generate between 100,000 and 300,000 yards of excess dirt, which <br /> could find a home in the New Brighton Exchange site. This project will <br /> not involve the Hwy. 96 bridge over 35W. Ramsey County is proposing <br /> a bridge re-deck only for 2014. They are aware that both Ramsey <br /> County and New Brighton recommend lane and pedestrian <br /> improvements. Director Wyffel's commented that MnDOT has <br /> $900,000 in their budget for some kind of work at this bridge. The <br /> $900,000 should cover the cost of a concrete re-deck. Structurally, the <br /> bridge is adequate, therefore it does not meet their structural <br /> deficiency rating to qualify for a bridge replacement. They are <br /> suggesting a re-deck to keep the bridge functional until the next phase <br /> when bicycle and pedestrian lanes could possibly be added. Ramsey <br /> County purchased land at TCAAP. All kinds of transportation <br /> improvements need to happen to make the TCAAP site viable. The <br /> County is hoping for legislative relief to help with some of these <br /> projects. There is a 2013 bonding bill which includes a $10 or $11 <br /> million project that includes Old Hwy. 8 interchange, the bridge <br /> segment and the bridge to be included in that bonding bill. <br /> Director Wyffels communicated that this Commission gave input to the <br /> City's Comprehensive Plan Update by way of the Commission's <br /> recommendation for improvements to the Hwy. 96 bridge over 35W. <br /> The Comprehensive Plan Update will be going back to Council the end <br /> of January or early February for formal adoption. The Commission's <br /> bridge improvement recommendation of pedestrian connections will <br /> then formally become part of the City's Comprehensive Plan. <br /> Chair Frischman commented that as a Commission, we want to make <br /> sure that we do not miss an opportunity on any projects that we can <br /> have a voice. <br /> Director Wyffels stated that 2016 will be a big year for New Brighton as <br /> far as trails. There will be lots of improvements and connectivity. <br /> IX. Announcements <br /> A. Council Report— Council Member Jacobsen <br /> Council Member Jacobsen stated the Council approved a 0 levy increase. <br /> The City is working on Pulte being able to purchase the northwestern <br /> portion of the Exchange. The City is working with API (across from The <br /> View) to expand. Council approved staff to do more negotiations with API. <br /> Council discussed whether the park in that area would be active or <br /> passive. One park plan shows lighted ball fields for this area. Council may <br /> be sending this back to PREC. Pulte is planning a 4 phase approach. The <br /> Council approved Subway to come to the New Brighton Community <br /> Center. The City is currently conducting a New Brighton citizen <br /> questionnaire. The last time a survey was taken was in 2006. Council is <br /> hoping to have survey results by the time we do the neighborhood <br /> - 3 - <br />
