ensure overall visions and development goals for the redevelopment area can be <br /> accomplished. <br /> 8. An Ordinance proposing amendments to the NWQ, Northwest Quadrant zoning <br /> district was reviewed and deemed acceptable. This ordinance is proposed to be <br /> adopted as a separate action. <br /> 9. The applicant is proposing Preliminary Planned Unit Development for the entire 27 <br /> acres, allowing for construction of 89 single family homes and 32 townhomes. <br /> 10. Further, the applicant proposes approval of a Final Planned Unit Development for <br /> Phase 1, which includes 61 single family homes. <br /> 11. The Planning Commission reviewed the proposal against the PUD standards of <br /> Section 7-230 and PUD criteria of Section 7-240 of the Zoning Code and determined <br /> the proposed plans are in conformance with these requirements based on the <br /> following: <br /> a. The underlying zoning will allow for single family uses per the proposed code <br /> amendment. <br /> b. The architectural styling and exterior materials provides variety and focuses on <br /> front yard/street level interest with the incorporation of front porches on all the <br /> homes. <br /> c. The density proposed is sufficient to meet the needs of a downtown City Center <br /> extension. <br /> d. Extensive landscaping and pedestrian linkages have been incorporated into the <br /> plan. <br /> e. Overall, the site plan incorporates narrower streets, smaller lots, sidewalks, on- <br /> street parking, pedestrian nodes and linkages, landscaped medians, and <br /> architectural style variety and interest successfully creates the desired urban <br /> village vision for the New Brighton Exchange redevelopment area. <br /> 12. The proposed plat is to be known as Enclave at New Brighton Exchange. <br /> 13. The Preliminary Plat includes creation of 89 single family lots, 32 townhomes, three <br /> outlots to be preserved for open space, and dedication of additional right-of-way for <br /> Old Highway 8 NW,Northwest Parkway, 14th ST NW, and creation of new roadways <br /> to be known as Searles Street, Devine Drive, and Hipp Circle. <br /> 14. The Final Plat includes the creation of 61 lots on 5 blocks, and Outlots A—G. <br /> 15. The Planning Commission reviewed the proposed Preliminary Plat against the <br /> qualifications specified in Section 26-33 of the City Code and determined the <br /> proposed plat of Enclave at New Brighton Exchange meets these qualifications. <br /> 16. The Planning Commission reviewed the proposed Final Plat against Section 26-41 of <br /> the City Code, which establishes the data necessary for a Final Plat. <br /> 17. The Planning Commission determined the proposed Final Plat meets these criteria, <br /> subject to review and approval of the plat by the Ramsey County Surveyor. <br /> NOW THEREFORE BE IT RESOLVED, that based upon the above Findings of Fact the <br /> application for a Zoning Code Amendment (ZA2013-001), Preliminary and Final <br /> Planned Unit Development (PD2013-001, PU2013-001), and Preliminary and Final Plat <br /> (PL2013-001, FP2013-001), to be known as Enclave at New Brighton Exchange, is <br /> hereby recommended to the City Council for approval, subject to the following <br /> conditions: <br /> 1. The applicant enters into a PUD Agreement and Subdivision Agreement. <br />
