C. Volunteers in Public Safety (VIPS) <br /> Commissioner Woods presented the following items of note: <br /> • The Fire Department Open House is tonight, October 28th. VIPS will do the Child <br /> Identification and sell bike helmets. <br /> • On October 29th, VIPS will record the Public Safety Spotlight with graffiti removal as <br /> the topic. <br /> • VIPS will be out on Halloween distributing glow sticks and glow necklaces. <br /> • The next blood drive will be November 12th. The hours have been extended and will <br /> now be from 12:30 pm— 6:30 pm. <br /> • VIPS will help again this year with SantaCop. This program is open to families in the <br /> Mounds View School District. <br /> • Ongoing activities include weekly fingerprinting and graffiti removal which is a <br /> recurring project on the railroad bridge over 35W. Discussions continue on how to <br /> lessen the graffiti activity at that location. <br /> • This year, the VIPS have decided to eliminate the Christmas party in favor of a summer <br /> picnic and include families. <br /> • The next VIPS meeting will be Tuesday, November 26th. <br /> D. Public Safety/Homeland Security Update <br /> Director Jacobson reported we have completed or are working on several hiring processes. <br /> Matt Farmer has been hired as a Police Officer; he began his duties on October 2nd. Matt is also <br /> a Firefighter, had served as a Police Reserve and was a Public Safety Officer prior to his <br /> appointment. <br /> Ian Craig was hired as a Police Officer and began his duties on October 14th. Ian is also a <br /> Firefighter for us and was a Correctional Deputy for Hennepin County prior to his appointment. <br /> We also have hired Adam Nelson as our next Public Safety Officer which is a 30 hour per week <br /> non sworn position. Adam started his work with us today, Monday, October 28th. Adam is a <br /> Firefighter for us and a Police Reserve Officer. <br /> We have an ongoing Firefighter hiring process and we are now down to 17 candidates to serve as <br /> paid/on call Firefighters. We will be conducting interviews with those candidates on Friday. <br /> At 12:03 pm on October 22nd our officers and I responded to a call of a suicidal male at Hansen <br /> Park. We found a 47 year old male from New Brighton deceased. He was located about 50 to <br /> 75 yards southeast of the Hansen Park Neighborhood Center under a tree. Initial investigation <br /> would suggest that the victim died from hanging. He was found by his mother. The Ramsey <br /> County Sheriff's Chaplain Corps was summoned to assist family members and the Ramsey <br /> County Medical Examiner will conduct an autopsy to confirm cause and manner of death. <br /> At about 5:06 a.m. on October 26`h, officers were dispatched to a residence on 14th Ave SW just <br /> south of County Rd E on a report of 12 shots fired. Officers arrived and located a 30 year old <br /> male suspect holding an AR15 rifle hiding in the bushes across the street. The suspect was taken <br /> into custody at gunpoint. The suspect stated that he had just shot an intruder who had come into <br />
