C. Volunteers in Public Safety (VIPS) Commissioner Woods presented the following items of note: • The Fire Department Open House is tonight, October 28th. VIPS will do the Child Identification and sell bike helmets. • On October 29th, VIPS will record the Public Safety Spotlight with graffiti removal as the topic. • VIPS will be out on Halloween distributing glow sticks and glow necklaces. • The next blood drive will be November 12th. The hours have been extended and will now be from 12:30 pm— 6:30 pm. • VIPS will help again this year with SantaCop. This program is open to families in the Mounds View School District. • Ongoing activities include weekly fingerprinting and graffiti removal which is a recurring project on the railroad bridge over 35W. Discussions continue on how to lessen the graffiti activity at that location. • This year, the VIPS have decided to eliminate the Christmas party in favor of a summer picnic and include families. • The next VIPS meeting will be Tuesday, November 26th. D. Public Safety/Homeland Security Update Director Jacobson reported we have completed or are working on several hiring processes. Matt Farmer has been hired as a Police Officer; he began his duties on October 2nd. Matt is also a Firefighter, had served as a Police Reserve and was a Public Safety Officer prior to his appointment. Ian Craig was hired as a Police Officer and began his duties on October 14th. Ian is also a Firefighter for us and was a Correctional Deputy for Hennepin County prior to his appointment. We also have hired Adam Nelson as our next Public Safety Officer which is a 30 hour per week non sworn position. Adam started his work with us today, Monday, October 28th. Adam is a Firefighter for us and a Police Reserve Officer. We have an ongoing Firefighter hiring process and we are now down to 17 candidates to serve as paid/on call Firefighters. We will be conducting interviews with those candidates on Friday. At 12:03 pm on October 22nd our officers and I responded to a call of a suicidal male at Hansen Park. We found a 47 year old male from New Brighton deceased. He was located about 50 to 75 yards southeast of the Hansen Park Neighborhood Center under a tree. Initial investigation would suggest that the victim died from hanging. He was found by his mother. The Ramsey County Sheriff's Chaplain Corps was summoned to assist family members and the Ramsey County Medical Examiner will conduct an autopsy to confirm cause and manner of death. At about 5:06 a.m. on October 26`h, officers were dispatched to a residence on 14th Ave SW just south of County Rd E on a report of 12 shots fired. Officers arrived and located a 30 year old male suspect holding an AR15 rifle hiding in the bushes across the street. The suspect was taken into custody at gunpoint. The suspect stated that he had just shot an intruder who had come into
