She <br />questioned if Pulte Homes had ever had to install a venting system in any of their other developments. Mr. <br />Debach reported the venting system had not been constructed in Minnesota, but has been completed by Pulte <br />Homes in other areas of the country. <br />Councilmember Burg questioned how many feet of clean cover was onsite at this time. Community <br />Development Director Femelius stated the MPCA wants 12 feet of clean cover. He reported the City has <br />brought in a great deal of soil over the past several years. He believed that the vast majority of the site had <br />adequate cover, but this would have to be sorted out between Pulte Homes and the MPCA. <br />Councilmember Burg looked forward to having this project completed in the City of New Brighton. <br />Councilmember Jacobsen requested further information on the project timeline. Mr. Debach stated assuming <br />the project were to close in June of 2014, construction would begin in July and homes would be available in <br />the spring 2015 Parade of Homes. <br />Mayor Jacobsen asked if the proposed development was gaining interest. Mr. Debach reported that out of the <br />18 projects Pulte Homes was currently working on, the Enclave was receiving the most calls. <br />Councilmember Bauman questioned how many homes would be in the 2015 Parade of Homes. Mr. Debach <br />stated Pulte Homes was not a spec builder but rather constricted models. He commented Pulte Homes was <br />proposing six different floor plans for the Enclave. <br />Councilmember Jacobsen inquired when the six different floor plans would be posted on Pulte's website. <br />Mr. Debach indicated Pulte Homes was waiting until it had full ownership of the property before this <br />information would be made available. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to approve a Resolution <br />authorizmg execution of a Restated and Amended Contract for Private Redevelopment by and <br />between the City of New Brighton and Pulte Homes of Minnesota, LLC for the sale and <br />redevelopment of land in New Brighton Exchange. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the Town Hall meeting would be held on April 12, 2014 from <br />8:00 a.m. to 12:00 p.m. He discussed the presentation he would make to the public and <br />encouraged residents to participate in this event. He reviewed the items planned for the April <br />22nd Council agenda stating it could be a longer meeting. <br />Gina Bauman <br />Councilmember Bauman reported she was appointed as liaison to the Planning Commission. <br />She discussed the recent Cable Commission meeting noting a hearing would be held between <br />Comcast and the 10 partner cities at the Shoreview City Hall in the Council Chambers on April <br />17th at 6:30 p.m. She encouraged residents to attend and provide comments. She noted the <br />Cable Commission had a recent victory from an FCC ruling noting Comcast could no longer <br />charge for the DTA boxes. Comcast was going to be required to unbundle all equipment from <br />its fees. She reported cable bills would be altered to reflect this change.
