$ <br />11rBA-RMTON <br />the city that works for you <br />Council Worksession <br />July 8, 2014 <br />5:30 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Brian Strub <br />Councilmember Paul Jacobsen <br />Councilmember Mary Burg <br />Absent: <br />Staff in Attendance: Dean Lotter, Grant Wyffels- Public Works Director <br />Guests in Attendance: Jon Horn with Kimley -Horn and Associates, Inc., Beth Engum with Ramsey County <br />County Road E2 Bride 10`" Street NW and 1 -35W Bridge Aesthetics Discussion <br />Public Works Director Wyffels discussed the County Road E2 Bridge and 10"' Street projects with the Council. <br />He explained the expense for the project would be shared between MnDOT, the County and the City. He <br />noted a representative from Ramsey County, Beth Engum, was also present to discuss these projects in further <br />detail. Jon Horn, with Kimley -Horn, provided comment on the MnDOT plans for the replacement of the <br />County Road F and County Road E2 bridges over I -35W. He noted the County Road F bridge would be <br />replaced in 2015 and the E2 bridge would be replaced in 2016. He indicated concept roadway layouts and <br />streetscape plans have been preliminarily developed to assist in guiding MnDOT through the bridge <br />replacement work. He commented limestone elements and green accent colors have been selected for these <br />bridges. He requested input from the Council on the draft concept plan for the 10th Street NW /Lake Valentine <br />Road bridge improvements. <br />Councilmember Jacobsen asked where the railing would be placed along the 10th Street NW /Lake Valentine <br />Road bridge. Mr. Horn reported the railing would be used on one side of the bridge for pedestrian facilities. <br />Councilmember Burg recommended the street lighting and railing be powder coated or of a maintenance free <br />material, to ensure the fixtures endure the sand and salt through the winter months. She questioned if LED <br />fixtures were possible. Mr. Horn stated this would be a possibility for the bridges and typically required less <br />maintenance in the long run. Public Works Director Wyffels commented the lights in the City Hall parking lot <br />were LED. <br />Councilmember Burg stated that pedestrian routes across these bridges would be important. <br />Councilmember Strub questioned what recommendations regarding pedestrian routes were made by PREC. <br />Public Works Director Wyffels reviewed the recommendations made by PREC. He noted these options have <br />also been discussed with the City of Arden Hills. <br />Councilmember Burg indicated the City was reviewing all of the crosswalks in the City. She questioned how <br />the crosswalks on these bridges would be designed. Mr. Horn discussed the new and innovative design options <br />for crosswalks. <br />Councilmember Jacobsen approved of the proposed bridge and streetscape design for 10th Street /Lake <br />Valentine Road. <br />Staff then reviewed the concept layout for County Road E2 from 5th Avenue NW to Snelling Avenue North <br />detailing proposed roadway, sidewalk/trail, streetscape and bridge improvements. He further discussed the <br />project timeline and expense. <br />
