Commissioner Kunesh - Podein inquired if there are rinks north of Sunny <br />Square that could be utilized. <br />Director Breuer commented that in 2007 -08 when we decided to close all but <br />two rinks, the decision was made based on rink attendance. Our attendance <br />has declined in recent years. That is true in most Minnesota Cities because of <br />the increase of indoor skating facilities. <br />Council Liaison Strub stated he spoke with Mr. Kavaal when he first brought <br />the petition to the Council. He lives by the park. His family is involved in the <br />Irondale Youth Hockey Association. He talks about fixing the boards, flooding <br />and doing the majority, if not all of the work. It sounds like it would be <br />afterschool and weekend use. He did not expect the building to be open or <br />that they would have lights. <br />Parks Superintendent Wolla stated there is a fire hydrant close by for <br />flooding. You need a wrench and hose. <br />Chair Frischman inquired if we have used volunteers for something like this <br />before. <br />Director Breuer stated that something like a wrench and hose could be <br />worked out. We could re- evaluate after a year. The one thing that may be <br />challenging for volunteers is preparing the rink for flooding in the beginning of <br />the season. <br />Parks Superintendent Wolla stated to get the initial ice down can take a good <br />2 weeks or so of doing one layer at a time. Concerns of using volunteers <br />would be if someone were to get hurt, if it is a heavy snow fall, will they be <br />calling us for snow removal. <br />Parks Superintendent Wolla stated the Irondale Youth Hockey had <br />approached us years ago and city staff talked about the difficulty in trying to <br />work out all the details of these volunteer ideas. <br />Chair Frischman felt like it would be beneficial for the petition group to come <br />back and present their ideas of how they envision this to work, the longevity <br />of the volunteers and this would give the city staff opportunity to ask <br />questions of the group since we have not had a partnership like this in the <br />past. <br />Chair Frischman also stated perhaps the Irondale Youth Hockey Association <br />would be involved in volunteering so that it would be a more long term <br />endeavor. Contacting them would also be recommended. Jim Kavaal also <br />mentioned Mounds View Youth Hockey and perhaps that organization could <br />be encouraged to participate as well. <br />VIII.
