Consideration of a resolution authorizing sale of property improved with state <br />bond funds. ReportNo. 14-094. Resolution No. 14-031. <br />City Manager Lotter explained that City Planner Gundlach would be presenting this item to the <br />Council. <br />City Planner Gundlach explained in 2006, the City received a grant from the State Bond Fund, <br />administered through the Department of Employment and Economic Development (DEED), in <br />the amount of $2 million. These monies were to be used to fund installation of public <br />improvements within the New Brighton Exchange redevelopment area. The funds were used <br />to construct several storm water ponds and install sanitary and storm sewer improvements, <br />which were constructed over a period of three years and three separate grant agreements. In <br />order to secure and protect the State's investment, which was a requirement under the grant <br />agreements, the State was granted easements over these improvements. She indicated once the <br />City learned that Cardiovascular Systems, Inc. (CSI) was interested in combining Blocks A & <br />F for their headquarters, staff initiated dialogue with DEED as there are sanitary sewer <br />improvements lying within Northwest Parkway (which bisects Blocks A & F). In order for the <br />DEED to approve the decrease in easement area, and thus allow the City to sell the property, a <br />small portion of public utilities (sanitary sewer) will need to be removed and the cost of those <br />utilities will have to be repaid to the State.
