• These hours are shorter than our normal rink hours. When the rink is <br />open, it would be open to the general public. <br />• The neighborhood center is already booked on December 24 and <br />December 31. We cannot change those reservations. <br />Inquiries /Comments: <br />• Mr. Kvaal stated he would be willing to handle the volunteers and set up <br />schedules with the Coach and school administration. It was noted that all <br />volunteers need to go through a background check (about 1 week prior to <br />their start). All volunteers would also need to have a pre- season 1 Y2 hour <br />meeting of City policies and procedures before starting. <br />• The City will look at the insurance and how that works with Mr. Kvaal's <br />group if he is coordinating the volunteers on behalf of the City. <br />• If a teenager is volunteering will we have an adult with them, supervising? <br />The general public will see this rink as being operated by the City (as <br />other rinks are), so we would need to make sure the volunteers have <br />training. All volunteers would either need to attend the training or watch <br />the video of the training. <br />• Mr. Kvaal stated he has 5 parent volunteers within a few blocks of him. <br />• Typically the City hires about 3 or 4 people per rink. Possibly a couple of <br />subs. That would reduce the number of background checks and training. <br />• Would it be possible to get a schedule and commitment of those willing to <br />work for a 3 month period? Mr. Kvaal stated he could. <br />• How do we determine success? Would like to answer that if it will be done <br />in the future. Do we keep track of visitors? Director Breuer stated we do <br />keep track of the attendance every hour, but recommended that <br />attendance not be the only determination of success. <br />• Another success measure could be if the volunteers worked well. <br />• Maybe another success measure would be to receive comments (pros <br />and cons) from the rink users. <br />• What aspect of this will the City be responsible for; i.e. flooding, <br />maintenance, plowing, hours of operation? <br />• Mr. Kvaal stated he did list hours on his proposal. Kids have commitments <br />later in the evening. He recommended 3:30 — 7:00 p.m. Edgewood gets <br />out at 2:30 pm and Irondale at 2:05 pm. We could make it earlier and end <br />earlier so lights are not needed so long. Weekends are Noon — 5pm — no <br />lights needed. Other rinks are open Noon — 8:30 pm. <br />• Staffing is one of the big expenses for keeping the rinks open. If there is a <br />way to use volunteers for that role, that is significant cost - saving. <br />• Estimated cost to run the lights is about $700. Lights are generally on from <br />about 4:30 — 8:30 p.m. at the rinks. <br />• Lights could be put on a timer, but if there are no skaters, it is nice NOT to <br />turn them on if we do not have to. <br />• An option is to put benches out and not have the volunteers for the <br />warming house. Then we do not have to worry about keys and volunteers. <br />Maybe the first year it is done during daylight hours so volunteers would <br />not be needed. <br />• If staff did everything needed to open this rink, it would cost about <br />$10,500.
