Historically, where buildings are partially two-story it has been permitted to allow an F.A.R. in <br /> between 0.4 and 0.6. Being the percentage split of single and two story, the proposed 0.43 <br /> F.A.R. is compliant with Zoning Code Section 6-060(5). <br /> Landscaping <br /> The proposed project is large enough to require additional landscaping in accordance with <br /> Zoning Code Section 8-010(2). That section requires the following: <br /> • 16 canopy trees (must be a 50/50 split of deciduous and coniferous &not more than 30% of a <br /> single species). <br /> • 54 shrubs <br /> • One, 150 SF parking lot island, which is to contain a tree <br /> The proposed plan meets these criteria by providing the following: <br /> • 17 trees (9 deciduous, 8 coniferous & a species percentage split of 29% autumn spire red <br /> maple, 24% silver queen maple, 29% Austrian pine, & 18% black hills spruce) — to be <br /> implemented primarily around the perimeter of the rear parking lot. <br /> • 60 shrubs — to be implemented around the foundation of the addition and a small area near <br /> the loading facilities at the rear of the building. <br /> • 7 parking lot islands are proposed, 4 of which are at least 150 SF. The parking lot island at <br /> the southeast corner of the new lot contains a spruce tree. <br /> Staff finds the proposed landscaping plans meets the requirements of Zoning Code Section 8- <br /> 010(2). <br /> Exterior Materials <br /> The applicant is proposing to construct the addition primarily in "exposed aggregate buff colored <br /> precast wall panels" with glass and prefinished metal and aluminum banding as accents. Zoning <br /> Code Section 6-390(12) states that the "exterior treatment on the street side of the structure shall <br /> be brick, stone, tilt-up slabs, architectural metal panels, decorative block, or the equivalent. The <br /> other sides of the structure shall not be raw block". Staff finds the pre-cast wall panels to be <br /> compliant with the requirement. <br /> It should be noted the proposed elevations illustrate a wall sign on both the west and south <br /> elevation. Chapter 9 of the Zoning Codes only allows one wall sign per street frontage. Thus, <br /> the southerly facing wall sign would not be permitted. <br /> Public Safety Comments <br /> Public Safety reviewed the plans and has no comments/concerns. The Fire Marshall will work <br /> with the Building Official at the permit phase to ensure the Fire Department Connection is <br /> relocated in the same geographic location as it currently exists (NW corner). <br /> Public Works/Engineering Comments <br /> Public Works/Engineering has reviewed the plans and provided comments in the attached <br /> Interoffice Memorandum dated 6/13/2012. No major comments were noted and the applicant <br /> will be required to address these issues during the permit and construction phases of the project. <br /> To conclude, the proposed Site Plan meets all the requirements of the Zoning Code. As such, no <br /> public hearing is required(see Staff Recommendation on following page). <br />
