Also, the City receives dust complaints from time to <br /> time, regarding dust from Bell Pole's site blowing north to other businesses or <br /> west across Old Highway 8 NW into the residential neighborhood. <br /> Resolution 11-100 only required the applicant to examine these issues and report <br /> back to City staff and the Planning Commission. The applicant delayed their <br /> project several months, resulting in getting this information back to City staff <br /> much later than January, as required by the condition of approval. All <br /> improvements related to the Site Plan approval were completed in June. Staff <br /> asked the applicant to meet this condition of approval by providing information <br /> related to dust and odor control. City staff met with Bell Pole staff on June 27tn <br /> Bell Pole summarized the information communicated to staff in the attached <br /> email dated July 18th <br /> In summary, staff offers the following points regarding Bell Pole's ability to further <br /> mitigate dust and odor concerns: <br /> • The applicant tried applying chemicals to curb dust in the spring of 2012 and <br /> found that weather conditions, namely wind and rain, greatly affect product <br /> success. Unfortunately, a heavy rain washed away their product. Bell Pole <br /> has committed to continue to explore this concept, but acknowledges the cost <br /> is expensive. As a result, Bell Pole maintains their water truck is the most <br /> efficient way of managing dust. <br /> • Bell Pole staff believes poles stored in their yard emit minimal odor and <br /> suspects odor complaints are more directly tied to occasional faults in their <br /> procedures for managing the odorous chemicals they use in their treatment <br /> building. Bell Pole has indicated they've reviewed and retrained all personnel <br /> in the procedure of handling odorous chemicals to avoid future odor <br /> complaints. <br /> The Commission should be advised, condition #4 of Resolution 11-100 does not <br /> require the applicant to make any improvements, nor does the City have any <br /> legal authority to require improvements. This condition was intended to make the <br /> applicant aware of continued dust and odor issues and to have them examine if <br /> additional improvements can be made. Bell Pole is willing to continue to work <br /> with City staff when complaints are received. <br /> This information is presented to the Commission in an effort to meet condition #4 <br /> of Resolution 11-100 and City staff would be happy to answer any questions <br /> Commissioners might have. <br /> Attachments <br /> Bell Pole July 18th Email <br /> Resolution 11-100 <br />
