3) Establishes those operating policies, practices, procedures and controls required to manage the City's public <br />works issues including, but not limited to: facilitating the strategic planning process, engineering, the <br />street/water/sewer infrastructure; management of private development and redevelopment initiatives; major <br />City -run projects; and continuing liaison with private enterprises and other units of government. <br />y The Strategic Flan is effectively implemented and successfully achieved as written. <br />The Council, City Manager, members of the senior management team and other interested parties are kept <br />current with reliable, documented information. <br />Planning and project reporting is timely, thorough and provides an accurate and current measure of actions <br />taken to design, redesign, repair or replacemeht of the City infrastructure. <br />4) Manages operations of the Community Assets and Development department in a manner that affects a <br />consistently high quality, prompt and friendly customer 1 partnership services. <br />Formal recognition (certificates, achievement awards, etc.) and informal customer! partnership feedback <br />confirm the delivery of services as expected. <br />5) Prepares, submits and administers an approved annual budget including the controls necessary to ensure <br />budgetary compliance. <br />Current year projects and activities are successfully accomplished within approved budget parameters. <br />6) Leads the development of strategic planning for the department as part of the larger process to establish a <br />vision, long term goads and priorities for the City_ <br />Goals and objectives are set to perform and sustain infrastructure services that are essential to every <br />suburban community. <br />7) Coordinate, administer, and manage contracts and support needs relating to the operational and capital needs <br />of municipal buildings and facilities. <br />Working with other department managers, provide the leadership role in coordinating, administering, and <br />managing various contracts and equipment purchases relating to the operational needs of all municipal <br />facilities to ensure maximum cost effectiveness for the community. <br />8) Participates actively in and oversees City -run and performed projects of major significance and complexity such <br />as the Public Safety Facility, negotiations of contracts, directing and monitoring the work of outside consultants, <br />design of new programs, preparation of key reports and grant applications. <br />There is consistent preparation, implementation, monitoring and directing of projects in a manner to ensure <br />projects are, completed to specification; serve the intended need(s); completed on schedule; and completed <br />within approved budget parameters. <br />9) Prepares and presents written and oral reports regarding the status and content of redevelopment projects to <br />the management team, boards, commissions, community groups and City Council as scheduled or <br />requested. <br />The timely communication of protect inrormation leads to a clear understanding of the need for <br />redevelopment, the status of redevelopment projects, and the City's position on various redevelopment <br />policy issues. <br />10) Serves as a City representative in presenting, explaining and discussing planned, in- progress and completed <br />projects in the City to the general public, organizations and other interested parties inside and also outside the <br />community. <br />There is evidence of increased understanding and therefore the likelihood of increased support for City <br />projects and the investments from the community to maintain the City's essential infrastructure. <br />
