Council Worksession
January 13, 2015
5:00 pm

Present: Mayor Dave Jacobsen
Councilmember Gina Bauman
Councilmember Brian Strub
Councilmember Paul Jacobsen
Councilmember Mary Burg
Absent:

Staff in Attendance: Dean Lotter, Joe Hatch

Guests in Attendance:

Community Survey Question and Process Review
Lotter stated the City was looking to launch another community survey. He noted the new survey would be
modeled after the 2006 survey. Staff looked forward to capturing and understanding new trends or issues.

Joe Hatch explained he contacted NRC, which was the organization that assisted the City with the 2013
survey. He hoped to have NRC make a presentation at the Town Hall meeting. He discussed the expense to
have NRC assist the City with the survey and requested direction from the Council on how to proceed.

Councilmember Jacobsen recommended a question be added to the survey to ask how residents feel about their
neighborhood with an area for general comments. Joe stated he could add this question to the survey.

Councilmember Burg questioned what type of response rate was expected for the survey. Joe reported the City
received more than 400 surveys last time. He explained that the City hoped to receive 35-40% of the surveys
back again this year.

Councilmember Bauman questioned if the community survey would be posted on the City’s website. Joe
commented that NRC recommended that the survey be distributed scientifically, as was done in 2013 and that
it not be posted on the City’s website. This would allow the City to more closely track the results in order to
find comparisons between 2015 and 2013.

Lotter discussed the potential of doing an online survey along with the technology available from the City of
Roseville that could assist with this. Further discussion ensued regarding the community survey. Staff
anticipated that the NRC contract and revised survey would be ready for Council approval later in January.

Discussion: Annual Appointments and Delegations
Lotter reviewed the annual appointments and delegations with the Council. He noted that Twin Cities
Gateway had been added to the list of delegations. He requested comments or questions from the Council.

Councilmember Jacobsen supported staff’s recommendation for the organizations he had been delegated to.

Councilmember Bauman discussed how the Cable Commission would be changing over the coming year.
