<br /> <br />4 <br /> <br />Not Approved <br />5. The Construction Commencement dates shall be as follows: <br />a. 2nd Addition: December 31, 2015 <br />b. 3rd Addition: July 31, 2016 <br />6. The Construction Compliance date for both the 2nd and 3rd Addition shall be December 31, 2019. <br />7. Review and acceptance of the plat by the Ramsey County Surveyor. <br />8. Applicant shall pay park dedications fees of $48,160 ($1,720/unit) for the 28 single-family units prior to City <br />release of the final plat. If the final plat is released in 2016, applicant shall pay 2016 fee rates. <br />9. Applicant shall pay park dedication fees for the townhomes at the time of building permit based on current year <br />park dedication rates. 2015 rates are $1,720 per unit. <br />10. Applicant secures a permit from Rice Creek Watershed District and submits a copy for City files. <br /> <br />Commissioner Deick asked if the proposed parking along Old Highway 8 would be available overnight. Assistant <br />Director of Community Assets & Development/Planning Director Gundlach stated City Code would apply to this <br />development, which means on-street parking is restricted to 30 minutes between the hours of 2:00 a.m. and 5:00 a.m. She <br />reported the parking along Old Highway 8 was not necessary for the developer to meet the City’s parking requirements. <br /> <br />Commissioner Deick was surprised that the townhome buildings were only setback ten feet from the sidewalk. He <br />believed that was out of scale with the City’s setback requirements. Paul Heuer, Pulte Homes representative, discussed <br />the scale of the buildings in conjunction with the design guidelines for the New Brighton Exchange. He reported that the <br />City was trying to create an urban feel along Old Highway 8, which led Pulte Homes to place the tall buildings close to <br />the sidewalks. <br /> <br />Commissioner Nichols-Matkaiti questioned if the townhome units would be able to be personalized or if each unit would <br />be built exactly the same. Mr. Heuer was pleased to report that the townhome units could be customized to meet the <br />needs of the clientele. <br /> <br />Chairperson Howard requested further information on the proposed walking trails. Mr. Heuer reviewed the location of the <br />proposed walking trails in detail with the Commission. It was noted the trail would lead residents to the City and regional <br />parks. <br /> <br />Motion by Commissioner Erickson, seconded by Commissioner Banker to close the Public Hearing. <br /> <br />Approved 7-0. <br /> <br /> <br />Motion by Commissioner Deick, seconded by Commissioner Danger, to approve staff recommendation. <br /> <br />Approved 7-0. <br /> <br /> <br />Other Business: None. <br /> <br />Adjournment: <br /> <br />Motion by Commissioner Nichols-Matkaiti, seconded by Commissioner Erickson, to adjourn the meeting. <br /> <br />7 Ayes, 0 Nayes, Motion carried. <br /> <br />Meeting adjourned at 8:06 PM <br />
