The property is guided in the Comprehensive Plan for LI, Light Industrial. <br />3. The property is included in the Environmental Constraint Overlay Area (ECOA). <br />4. The proposed expansion consists of re-grading the property to accommodate a landfill cap, <br />installation of infiltration basins, and the expansion of the areas for outdoor storage of <br />equipment and the exterior storage of piled black dirt, bituminous, and concrete/processed <br />aggregates. <br />5. Amendments to the ECOA are necessary to extend the benefits to the 17 acre expansion <br />property and to preserve the original intent of the ECOA. <br />6. The Planning Commission considered the Site Plan and Special Use Permit in accordance <br />with the standards of the ECOA. <br />7. The Planning Commission recommends approval of the Site Plan and Special Use Permit to <br />allow a 17 acre expansion of the aggregate crushing and recycling and associated materials <br />storage use, based upon the following findings: <br />a. The 130’ x 656’ segment of expansion property from Old Highway 8 NW west to the <br />equipment storage area will be preserved in its current state so as to provide additional <br />buffer when the site is viewed from the east. <br />b. The inclusion of a 1000’ rail siding will run parallel to the existing tracks, whereby <br />impacts to the public will be minimized as rail cars are already in this area. <br />c. Conditions related to rail car storage should limit negative impacts related to <br />unsightliness and noise (hooking and unhooking of cars). <br />d. Amendments to the ECOA will preserve intent to limit pile storage, which is unsightly <br />for the area. <br />e. The expanded equipment storage area will be screened from Old Highway 8 NW by an 8’ <br />vegetated berm. <br />f. The expansion area will not further impact noise related to tail gate banging as the <br />existing sound mitigation plan will remain intact and the rubble pile will not be relocated. <br />g. The applicant has agreed to limit the size of the rubble pile as the rubble pile contributes <br />greatly to unsightliness and noise. <br />h. The applicant is preserving the remnant dry/sand gravel prairie area recognized by the <br />MN DNR, identified in a letter from Ramsey County Parks dated 8/19/2014. <br />8. The Planning Commission recommends approval of the Zoning Code Amendment, amending <br />Article 7 of Chapter 6 of the Zoning Code, based upon the following findings: <br />a. The limits of the ECOA will be represented in a map, clarifying what properties can take <br />advantage of its expanded uses. <br />b. In an effort to mitigate negative impacts that could result with multiple uses within the <br />ECOA, the amendment eliminates permitted uses, which allows City review of all new <br />requests and opportunities to add conditions to mitigate negative impacts. <br />c. The pile storage limits condition has been amended to reduce overall pile storage acreage, <br />being the amount of property within the ECOA has nearly doubled. <br />d. The amended pile storage acreage condition still allows MPI to grow their pile storage <br />needs by over 30%. <br />9. The Planning Commission recommends denial of the request to include a road salt storage <br />and transfer facility use to the ECOA, based upon the following findings: <br />a. The 100’ x 100’ road salt storage shed would be open on one side and increase <br />unsightliness in the area.
