July 28, 2015 Page 5 of 7 <br />City Manager Lotter indicated Community Assets and Development Director Sclilicliting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting reported Public Works has used separate Jetter <br />and Vacuum units since 1980. While this has some advantages at times, there are more disadvantages to <br />having two units. There are two large trucks to maintain and budget for. We typically use a seasonal worker <br />along with a full time person to jet or vacuum sewers. This entails many tunes driving two large trucks out to <br />the site, which requires two full time workers with CDL licenses to drive those trucks. We would free up one <br />full time worker for other duties with the combination unit. In 2012 Public Works purchased the Ringomatic <br />vacuum unit and mounted it onto an older 1998 Ford truck chassis. By using the old chassis, we were able to <br />build and purchase the vacuum unit at a savings of $60,000. After using this machine for 3 years we have <br />found it not to be as good or powerful as we had hoped This is an important machine we need to keep the <br />sewers clean and also is used on almost every water main break we have now. Cleaning sewers would be <br />more efficient if we were be able to vacuum debris right away from the manhole we are working in, instead <br />of going back and getting another truck. Safety will increase having only one truck in the intersection versus <br />two large trucks. This combination unit would be set up for hydro excavation, which is excavation around <br />utilities using a water jet and high vacuum to remove material safely without damage to existing utilities. It <br />was noted staff tested 3 different combination units and Aquatech was the preferred choice by staff for <br />performance, and it also was the least expensive. Staff recommended the Council enter into an agreement <br />with Flexible Pipe Tool Company to purchase the Aquatech Combination JetterNacuum Truck. <br />Councilmember Bauman asked for staff to discuss the longevity of this vehicle. Community Assets and <br />Development Director Schlichting, discussed the trade in value of the current pieces of equipment and noted <br />how the City was shifting its model to manage more work in-house. He explained that currently, the City was <br />spending $5,000 to contract out work for every water main break. He believed it would benefit the City in the <br />long nun to purchase a combination piece of equipment versus two pieces of equipment in the firture. <br />Councilmember Bauman wanted to be assured that the City would not be facing the same issues with the <br />new equipment that the City faced in the past. She did not want the City spending money just because it was <br />there. <br />Councilmember Jacobsen asked if this piece of equipment had a life expectancy based on number of years or <br />number of hours. Community Assets and Development Director Schlichting believed that the equipment <br />was rated based on years of service. <br />Councilmember Burg appreciated that staff's recommendation would eliminate the need to purchase another <br />piece of equipment. <br />Councilmember Strub applauded staff for their efforts. He found staffs recommendation to be a creative and <br />wise approach in addressing the City's public works' needs. <br />Mayor Jacobsen appreciated the reallocation of existing City resources from staff s recommendation. <br />Councilmember Jacobsen inquired if the unit came with a warranty. Community Assets and Development <br />Director Schlichting reported he did not have the warranty information in front of him but would provide it to <br />the Council in a Friday Memo. <br />Councilmember Burg appreciated the efficiencies the City would gain through the new piece of equipment. <br />She questioned if the new piece of equipment could be leased, as was done with the City's bobcats. <br />Community Assets and Development Director Schlichting did not believe this was an option for the <br />VacExtreme as the City would want to retain this piece of equipment. <br />Motion by Councilmember Burg, seconded by Councilmember Strub to Authorize entering into an <br />agreement with Flexible Pipe Tool Company to order a new 2015 Aquatech Combination Jetter / <br />Vacuum, for the replacement of a 2005 Sreco Jetter and a 2012 Ringomatic VacExtreme. <br />5 Ayes, 0 hays -Motion Carried <br />4.
