This criterion remains met as the site location has not changed. The abutting interstate
to the south is 694.
3) Landing pads shall meet the following setbacks:
a. at least 320' from multi -family residential uses;
This criterion is met. The center of the pad, or the landing area, is generally in the same
location — 340' to the closest corner of The View apartments.
b. at least 820' from single family residential uses;
This criterion is met. The location of the center of the pad has not moved any farther
north (closest single family homes) than the previous design — making the pad 840' from
the closest single family home.
at least 800' from schools, churches, nursing homes, or similar types of public
institutional uses; and
This criterion is met. The location of the center of the pad has not moved any farther
south (closest institutional uses) than the previous design — making the pad 850' from the
New Brighton Community Center.
d. at least 2500' from another helipad.
This criterion is met — no other helipads in the area.
4) Landing pads shall be reasonably screened from public rights-of-way of minor arterial status
or greater and include a 36" hedge and/or wall combination around the perimeter.
This criterion is minimally impacted by the proposed changes. The previous design provided
for a 36" screen while a helicopter was present on the pad. By needing to elevate the pad
36", there isn't any screening of the helicopter itself anymore, while present on the pad.
However, a wall and 36" hedge surrounding the pad still remains an element of the Site
Plan, screening the pad when not in use. Staff believes this criterion remains met as the
intent was never to screen the entire helicopter, as that is nearly impossible, but to screen the
pad itself when not in use.
5) A maximum of 20 landings per calendar year. A landing shall be defined as an arrival and a
departure associated with the same trip. Flight logs shall be kept and made available to City
staff for review to confirm compliance with this section.
This criterion is met. The applicant doesn 't propose any changes that would not comply with
this standard.
6) Landings shall not be permitted during the hours of 7pm — 7am Monday thru Friday.
Weekend and holiday landings are prohibited.
This criterion is met. The applicant doesn't propose any changes that would not comply with
this standard.
7) Permitted flights paths, helicopter type, and decibel level standards shall be specified at the
time of approval and be determined based on the characteristics of surrounding property,
including but not limited to, vegetated cover, topography, and proximity to residential uses.
