Councilmember Strub questioned if the NBCC still required seven rooftop units. TRANE REP commented <br />this was still the correct assessment. He indicated that some adjustments may be made to the strategies for the <br />Eagle's Nest. <br />Jason Hicks estimated the new HVAC units would last 15 to 20 years. He explained the current units were not <br />working at their optimal levels. He provided further comment on the proposed new systems and how the <br />comfort level within the building would be improved, in addition to being more energy efficient. He discussed <br />the air purifying system that would be used at the Community Center. <br />Councilmember Jacobsen questioned what savings the City would see with the new HVAC units. TRANE <br />REP estimated the City would be saving $13,000 per year in energy costs with the new units. <br />Councilmember Burg requested further information on how the air purification system worked. TRANE REP <br />described how the system worked to remove impurities in the air and explained the system would require <br />minimal maintenance every 18 months. <br />Jason Hicks discussed the LED lighting upgrades that could be made at the NBCC. He noted these upgrades <br />would be more energy efficient and would lead to cost savings for the City. <br />Councilmember Jacobsen questioned the payback period for the LED upgrades. TRANE REP indicated the <br />LED lighting upgrades would have a 10 -year payback period. He believed that the LED lighting would <br />provide correct lighting levels at the Community Center. He then reviewed the solar options available for the <br />NBCC. He explained the Community Center was a great facility for solar. <br />Jason Hick commented on how the proposed improvements would lessen the City's carbon footprint while <br />also advancing the City's involvement in the GreenStep Cities initiative. The project costs were reviewed in <br />detail. Staff recommended the Council proceed with Option 1 and 2. The next steps for the project timeline <br />were outlined for the Council. <br />Mayor Johnson stated the expense for this project was quite large. She asked what the City had budgeted for <br />the replacement of the HVAC units. Jason Hicks stated $410,000 was allocated for this specific project. <br />However, it was noted additional funding was available for the project. Davitt reported cash savings could be <br />used, along with money from the energy savings. She explained that if the City Council continues to fund the <br />fleet/non-fleet as planned, the HVAC expenditures could be covered. <br />Lotter commented on how the City balanced its fleet/non-fleet plan on a yearly basis according to the City's <br />needs. He understood this project was coming in higher than expected, but explained the City had the funds to <br />cover the project. <br />Mayor Johnson discussed the proposed expenditure further with the Council and staff. <br />Councilmember Burg supported the City spending an additional $19,000 to upgrade the NBCC building <br />envelope. She believed this would create greater energy efficiencies if completed. She questioned the life <br />expectancy on the proposed solar panels. TRANE REP reported the solar panels would last 20 to 25 years. He <br />noted the typical payback for these units were 10 to 11 years. <br />Mayor Johnson inquired when the City addressed the NBCC fee schedule. Brueur reported staff reviewed the <br />fee schedule every November. She stated rates were typically increased every other year. <br />
