Councilmember Burg questioned if staff should note that the Planning Commission was a statutorily required <br />Commission for the City. Haarstad commented a great deal of the statutory information has been removed <br />from the presentation for time purposes. <br />The Council was in favor of adding this information into the presentation just for the Planning Commission. <br />Councilmember Jacobsen questioned if the commissions should elect a vice chair. Haarstad suggested that <br />each commission bring forward a recommendation to the City Council for a vice chair 2016. She commented <br />the vice chair would serve in the chair's absence. <br />Lotter provided further comment on the need to update City Code and explained this would be a large task for <br />staff. <br />Councilmember Jacobsen recommended that all emails to staff be copied to City Manager Lotter to keep him <br />apprised of all communications from commission members. <br />Councilmember Bauman did not understand why commissioners would lose their right to have an opinion on a <br />matter and would be forced to agree with the City Council. Haarstad commented the commission member <br />would be allowed to have their own opinion, but were being requested to support the decisions of the <br />Commissions and City Council. She explained this language was included written commission expectations, <br />which were approved in 2012. <br />Lotter did not believe it was appropriate for a commission member to badger or belabor an issue after a <br />decision has been made by their commission or City Council. He wanted to ensure that the integrity of the <br />decision making process was maintained. He explained that commission members could state they opposed <br />an issue but should then show their support for the group's decision. <br />Councilmember Burg asked if the Public Safety Commission meeting packets would be made public <br />information. Lotter stated this was the case. <br />Councilmember Strub questioned if commissioners would be forced to have two Wad's or if a Granicus icon <br />could be added to personal Wad's. Lotter recommended that Granicus be entered through a browser. <br />Councilmember Jacobsen asked if staff trained the chair of each commission. Lotter stated this training was <br />not conducted at this time, but could be completed if directed by the City Council. Haarstad reviewed a cheat <br />sheet of information that was provided to chairs to assist with following Roberts Rules of Order. <br />Haarstad reviewed the City's data practice law along with information regarding the Open Meeting law. She <br />reported the City's data practice policy would be updated after the legislative session. She anticipated the <br />council and staff would receive a training session on the City's data practice later this year. Lotter provided <br />comment on how he manages his emails and communications to ensure he was following proper data practices. <br />Councilmember Jacobsen thanked staff for the thorough presentation. <br />Mayor Johnson agreed. She understood that staff had the full right to introduce and discuss matters on behalf <br />of the City, but she also encouraged Council liaisons to be involved in the commission meetings. <br />Lotter discussed a situation that arose at a recent Planning Commission meeting where he was asked to share <br />information regarding the City's water plant. He stated in the end, the conversation was directed back to the <br />land use matter. <br />
