Mayor Johnson believed the commissions were set up to assist the Council in completing their work. She <br />wanted to see the Council engaged with each of their commissions. <br />Councilmember Jacobsen feared that he would be influencing his commission by stepping in and speaking too <br />often. <br />Mayor Johnson encouraged the Council to draw a line and keep discussions professional. <br />Councilmember Bauman believed that a well-placed question could divert conversation back to being on topic. <br />Mayor Johnson commented she would be attending each of the commission meetings where the iPad and data <br />practice presentation would be provided by staff. It was her hope that she could address any concerns that may <br />arise. <br />Councilmember Bauman commented on Page 20 of the Commissioner Handbook. She explained she has <br />received verbal attacks from a commission member and asked how the Council wanted to proceed. <br />Mayor Johnson asked if she had evidence of these attacks. <br />Councilmember Bauman reported she had copies from her Facebook page and could provide this information <br />to the City Council members. She wanted to see the Commissioner Handbook code applied across the board. <br />Mayor Johnson encouraged Councilmember Bauman to bring this information to the Council at an upcoming <br />meeting. <br />Council Discussion on Community Engagement <br />Mayor Johnson questioned how the Council wanted to address the topic of Community Engagement. She <br />explained the Council held an offsite Council meeting last year, and holds an Open House. She asked if there <br />were other ways the Council could engage with the public. <br />Lotter reviewed notes he had taken at the February worksession meeting and understood the Council wanted to <br />further engage the public. This was memorialized within the City's strategic goals. He indicated the Council <br />discussed potentially holding another off site Council meeting or neighborhood meetings at Hanson and <br />Freedom Parks. He discussed how the City was addressing the DX situation. He provided further comment on <br />how the City was updating its webpage and noted posts were made every Wednesday for "Water Conservation <br />Wednesday". He was interested in using CTV time to update the public on the water situation. <br />Councilmember Bauman was in favor of holding neighborhood meetings again. She believed the meetings <br />were engaging and allowed residents to address topics of interest to them. She recommended the Council hold <br />at least two or up to four neighborhood meetings in 2016. Lotter agreed the neighborhood meetings would <br />engage the public and would provide an outlet for the City to provide further information on the DX situation. <br />Mayor Johnson asked how the neighborhood meetings were previously advertised. Lotter explained <br />announcements were sent to residents near the park 7-10 days prior to the meeting. He indicated the meetings <br />were also announced in the City newsletter. \ <br />Mayor Johnson did not believe the Council had to be so well planned. She thought perhaps several <br />spontaneous meetings could be planned for this year to provide an outreach to some new neighborhoods. <br />
