Lotter stated Vermont Park could be a good venue for a neighborhood meeting. He believed this would be a
great location to meet the public. He encouraged the Council to move away from off site Council meetings.
He discussed how difficult it was to pull this off from an IT standpoint and feared the integrity of the decision
making process could be compromised. He encouraged the Council to consider holding an offsite panel
discussion versus a regular Council meeting.
Councilmember Burg was not in favor of holding another Council meeting off site. She agreed with Lotter on
this matter. She would be happy to hold an Open House or neighborhood meetings instead.
Further discussion ensued regarding the proper dates and times for holding neighborhood meetings.
Councilmember Bauman supported the idea of holding a neighborhood meeting in Vermont Park.
Councilmember Burg stated she would even support holding a meeting in Vermont Park on a Saturday
morning.
Councilmember Jacobsen questioned if the Council wanted to do anything further at Stockyard Days. He
asked if the Council was interested in having a booth or table.
Mayor Johnson stated a senior sing along was being considered for Stockyard Days and this would be a great
event for the Council to attend.
Councilmember Bauman indicated the Council could also attend local Bingo events.
Mayor Johnson stated another option would be to hold meet and greet events with the public.
Councilmember Strub stated he supported holding one off site Council meeting each year. He believed that
holding these meetings off site invited the public in to see how the Council conducted its business. He liked
the neighborhood meetings as well, but encouraged the Council to consider how to draw in new members of
the community. He supported the idea of holding neighborhood meetings throughout the summer, in a tent if
need be.
Councilmember Bauman could support holding one offsite Council meeting each year. She understood the
Council was trying to invite more people from the community in to its meetings and this may be the way.
Councilmember Burg suggested the Council plan to hold a Town Hall meeting in the spring, two neighborhood
meetings during the summer and hold one offsite Council meeting in the fall.
Lotter stated if this was the direction the Council would like to go, he wanted to see the agenda items be
managed in such a way that the integrity of the decision making was maintained. He suggested a special
Council meeting be held offsite. This would ensure significant issues and land use cases would not have to be
presented at an offsite location. He stated several business items could still be addressed along with regular
dialogue, but he did not want to have any ethical concerns arise. He recommended that an offsite meeting be
held on the second Tuesday of the month and not the fourth.
Councilmember Burg did not necessarily agree with holding Council meetings offsite given the logistics.
However, she would support the consensus of the Council.
