Explanation: The City originally entered into a contract for single sort recycling services with <br />Republic Services (formerly Allied Waste) in 2010 for services effective January 1, 2011. This <br />original contract was for three years. Then in 2013, the City Council approved another three <br />year contract with the same hauler, which commenced on January 1, 2014. 2016 is the third and <br />final year of the current contract. Staff advises Council that some of the dates and sequencing of <br />events outlined in the June 28, 2016 Council work session memo were incorrect. <br /> <br />For the June 28, 2016 work session, staff provided Council with a memo dated June 23, 2016, <br />outlining a staff recommendation to continue with the current hauler, Republic Services, for <br />curbside recycling. This recommendation was based on existing pricing being very favorable <br />compared to other rates in the market and because the City’s recycling services were rated <br />second highest in the April 2015 Resident Survey. During the work session discussion, staff <br />presented a five and seven year contract extension offered by the City’s current hauler and <br />Council directed staff to pursue the seven year deal. Staff has worked with the City Attorney and <br />Republic Services on the attached, seven year contract. Please note paragraph 2.24, which has <br />been added to reflect concerns over maintaining SCORE funding from Ramsey County for the <br />City’s recycling program. <br /> <br />During the same work session discussion, Council also directed staff to have the Parks, <br />Recreation, and Environmental Commission (PREC) review the City’s current recycling <br />program/services and discuss what other offerings might be appropriate for New Brighton. <br />PREC is scheduled to have an initial meeting on this topic August 3, 2016. Staff suspects PREC <br />will need several meetings to formulate a recommendation, and until then staff will provide <br />updates to Council on this matter via the Weekly Memo. <br /> <br />Costs and Funding: Residents are charged for recycling services via the property tax. The <br />2016 property tax assessment is $33. Curbside recycling and bi-annual Clean-Up Day costs are <br />funded via the $33 property tax assessment and Ramsey County SCORE grant funds. At this <br />time, 2017 SCORE grant funding amounts are unknown.
