Consideration of a Resolution providing Municipal Consent for the Final Layout <br />of I-35W Improvements. <br /> <br />Motion by Councilmember Strub, seconded by Councilmember Jacobsen to approve a Resolution <br />providing Municipal Consent concerning the final layout for future I-35W improvements. <br /> <br />City Manager Lotter indicated Community Assets and Development Director Schlichting would be <br />presenting this item to the Council. <br />Community Assets and Development Director Schlichting explained MnDOT is currently in the process <br />of designing future improvements for I-35W between Highway 36 (Roseville) and Lexington Avenue <br />(Blaine). The proposed improvements would include adding a managed (MnPASS) lane in each <br />direction to improve capacity and reduce congestion. The project would potentially include <br />modifications or replacements of existing I-35W pavements and bridges as well as the installation of <br />noise walls at various locations in the interstate corridor, with two warranted within New Brighton. <br />Project costs were estimated to be $208 million. Although the project is not fully funded at this time, <br />MnDOT is moving forward with the final design and environmental impact assessments so that the <br />project could be implemented as funding becomes available. He reviewed the location of perspective <br />noise walls. Staff noted Minnesota Statute 161.16 requires MnDOT to obtain Municipal Consent for <br />proposed improvements of this type. The Municipal Consent process begins with a Public Hearing <br />concerning the final layout documents. Following the hearing, state statutes allow the City Council 90 <br />additional days to consider approval of the final layout. The City published notice of the public hearing <br />in the New Brighton Bulletin. Staff requested the Council hold a public hearing and approve Municipal <br />Consent for the final layout of the future I-35W improvements. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Strub to open the <br />Public Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was opened at 6:59 p.m. <br /> <br />Mayor Johnson asked for additional comments, there were none. <br /> <br />Motion by Councilmember Jacobsen, seconded by Councilmember Strub to close the <br />Public Hearing. <br /> <br />5 Ayes, 0 Nays - Motion Carried <br /> <br />The Public Hearing was closed at 7:00 p.m. <br /> <br />Councilmember Bauman asked how access to County Road I would be impacted by the <br />project.
