August 23, 2016 Page 3 of 7
75’ lot width requirement at the 30’ front yard setback for the R-1, Single Family Residential
zoning district. The existing home would remain on the southerly lot (Proposed Parcel B) and
the applicant would sell the newly subdivided northerly lot (Proposed Parcel A) for
development. The existing detached garage by the roadway and shed by the shoreline would be
removed prior to the City releasing the Resolution for recording at Ramsey County. The
proposed subdivision results in one, new single family residential unit. A Certificate of Survey
is attached depicting the proposed subdivision and noting the proposed legal descriptions of the
subdivided lots.

Assistant Community Assets and Development/Planning Director Gundlach explained there are various
development fees that will be due at the time of building permit for construction of a new
house on proposed Parcel A. These fees include, but are not limited to, a Sewer Access Charge
through the Metropolitan Council ($2,485) and a park dedication fee ($1,754).

Assistant Community Assets and Development/Planning Director Gundlach reported City Code Section
26-18 outlines which projects are eligible for Minor Subdivision approval verses a Preliminary
and Final Plat. Because this subdivision is of small size and conditions are well defined, only a
Minor Subdivision is necessary. As stated in Section 26-18 (1) the City Council shall hold the
public hearing after proper published and mailed notice to property owners within 350’. Proper
published and mailed notice has been given. As of the drafting of this memo, one inquiry has
been received and there are no known objections.
Mayor Johnson

Motion by Councilmember Burg, seconded by Councilmember Jacobsen to open the
Public Hearing.

5 Ayes, 0 Nays - Motion Carried

The Public Hearing was opened at 6:45 p.m.

Mayor Johnson asked for additional comments.

William John Harris, 1239 12th Avenue NW, thanked the Council for considering his request.

Motion by Councilmember Bauman, seconded by Councilmember Burg to close the
Public Hearing.

5 Ayes, 0 Nays - Motion Carried

The Public Hearing was closed at 6:46 p.m.

5 Ayes, 0 Nays-Motion Carried

Council Business
1.
